The ICC may therefore exercise its jurisdiction over Rome Statute crimes committed on the territory of the Philippines or by its nationals from 1 November 2011onwards.Procedural history and focus of the preliminary examinationThe preliminary examination of the situation in the Philippines was announced on 8 February 2018. It will analyse crimes allegedly committed in this State Party since at least 1 July 2016, in the context of the "war on drugs" campaign launched by the Government of the Philippines. Specifically, it has been alleged that since 1 July 2016, thousands of persons have been killed for reasons related to their alleged involvement in illegal drug use or dealing. While some of such killings have reportedly occurred in the context of clashes between or within gangs, it is alleged that many of the reported incidents involved extra-judicial killings in the course of police anti-drug operations. </div>

La CPI a donc compétence à l'égard des crimes visés par le Statut de Rome commis sur le territoire des Philippines ou par ses ressortissants depuis 1er novembre 2011.Historique de la procédure et enjeu de l'examen préliminaireL'examen préliminaire relatif à la situation aux Philippines a été annoncé le 8 février 2018. Il portera sur l'analyse des crimes présumés commis dans cet État partie depuis le 1er juillet 2016 au moins, dans le contexte de la campagne de « guerre contre la drogue » lancée par le Gouvernement philippin. Plus particulièrement, depuis le 1er juillet 2016, des milliers de personnes auraient été tuées car elles auraient illégalement consommé des drogues ou se seraient livrées au trafic de stupéfiants. Tandis que certains de ces meurtres seraient survenus dans le contexte d'affrontements entre gangs ou au sein de ceux-ci, nombre des faits rapportés concerneraient des meurtres extra-judiciaires perpétrés au cours d'opérations policières de lutte contre la drogue.</div>
