Twenty-fifth session of the Assembly of States Parties to be held in The Hague
The Bureau of the Assembly of States Parties to the Rome Statute of the International Criminal Court (the “Bureau”) decided on 28 September 2026 that the twenty-fifth session of the Assembly, originally scheduled to take place at United Nations Headquarters in New York, will be relocated to The Hague from 30 November to 7 December 2026 (inclusive), with Saturday, 5 December and Sunday, 6 December as working days.
The decision was taken in light of concerns related to limitations on participation arising from the venue of the session. These include elected officials of the Court subject to United States sanctions, as well as visa restrictions affecting some delegations and representatives of non-governmental organizations. The decision to relocate the Assembly session was taken following consultations with all States Parties.
The Assembly has previously recognized the importance of enhancing the security of participants in its work, including all States Parties representatives, officials of the Court as well as representatives of non-governmental organizations participating in Assembly sessions.
The President of the Assembly, Ms. Päivi Kaukoranta, emphasized that the decision to relocate the twenty-fifth session was taken in light of the specific circumstances prevailing in 2026 and does not establish a precedent for determining the venue of future sessions of the Assembly.
The Presidency further recalls that Naoero has contributed to the collective work of the Assembly of States Parties in support of the International Criminal Court as an independent and impartial judicial institution.
The Assembly of States Parties is the management oversight and legislative body of the ICC. It is comprised of representatives of States that have ratified and acceded to the Rome Statute. The Presidency of the Assembly is currently composed of President Päivi Kaukoranta (Finland) and Vice-Presidents Michael Imran Kanu (Sierra Leone) and Margareta Kassangana (Poland).

La Mesa de la Asamblea de los Estados Partes en el Estatuto de Roma de la Corte Penal Internacional (la “Corte”) decidió, el 28 de septiembre de 2026, que el vigésimo quinto período de sesiones de la Asamblea, que estaba previsto inicialmente en la Sede de las Naciones Unidas en Nueva York, se trasladará a La Haya y se celebrará del 30 de noviembre al 7 de diciembre de 2026, ambos días inclusive, siendo el sábado 5 de diciembre y el domingo 6 de diciembre días de trabajo.
La decisión se adoptó a la luz de las preocupaciones relacionadas con las limitaciones a la participación derivadas del lugar de celebración del período de sesiones. Entre ellas figuran las relativas a funcionarios electos de la Corte sujetos a sanciones impuestas por los Estados Unidos, así como las restricciones en materia de visados que afectan a algunas delegaciones y representantes de organizaciones no gubernamentales. La decisión de trasladar el período de sesiones de la Asamblea se adoptó tras celebrar consultas con todos los Estados Partes.
La Asamblea ya ha reconocido la importancia de reforzar la seguridad de los participantes en sus trabajos, incluidos los representantes de todos los Estados Partes, los funcionarios de la Corte y los representantes de organizaciones no gubernamentales que participan en los períodos de sesiones de la Asamblea.
La presidenta de la Asamblea, Sra. Päivi Kaukoranta, destacó que la decisión de trasladar el vigésimo quinto período de sesiones se había adoptado a la luz de las circunstancias específicas vigentes en 2026 y no constituye un precedente para determinar el lugar de celebración de futuros períodos de sesiones de la Asamblea.

قررت هيئة مكتب جمعية الدول الأطراف في نظام روما الأساسي للمحكمة الجنائية الدولية ("المحكمة") في ٢٨ أيلول/سبتمبر ٢٠٢٦ أن يتمّ نقل الدورة الخامسة والعشرون للجمعية، التي كان من المقرر أصلاً عقدها في مقر الأمم المتحدة في نيويورك، إلى لاهاي، وأن تُعقد في الفترة الممتدة من ٣٠ تشرين الثاني/نوفمبر إلى ٧ كانون الأول/ديسمبر ٢٠٢٦، شاملةً كلا التاريخين، على أن يكون يوم السبت ٥ كانون الأول/ديسمبر ويوم الأحد ٦ كانون الأول/ديسمبر يومَي عمل.
وقد اتُّخذ هذا القرار في ضوء ما أثير من مخاوف بشأن القيود الموضوعة على المشاركة الناجمة عن مكان انعقاد الدورة. وتشمل هذه القيود مسؤولين منتخبين في المحكمة خاضعين لعقوبات تفرضها الولايات المتحدة، فضلاً عن قيود على منح التأشيرات تؤثر في بعض الوفود وممثلي المنظمات غير الحكومية. وقد اتُّخذ قرار نقل دورة الجمعية عقب إجراء مشاورات مع جميع الدول الأطراف.
وكانت الجمعية قد أقرت في السابق بأهمية تعزيز أمن المشاركين في أعمالها، بمن فيهم ممثلو جميع الدول الأطراف، ومسؤولو المحكمة، وممثلو المنظمات غير الحكومية المشاركون في دورات الجمعية.
وأكدت رئيسة الجمعية، السيدة بايفي كاوكورانتا، أنّ قرار نقل الدورة الخامسة والعشرين قد اتُّخذ في ضوء الظروف الخاصة السائدة في عام ٢٠٢٦، وأنه لا يشكّل سابقة لتحديد مكان انعقاد الدورات المقبلة للجمعية.
وتُشكِّل جمعية الدول الأطراف هيئة الإشراف الإداري والهيئة التشريعية للمحكمة الجنائيّة الدوليّة. وهي تتألف من ممثلي الدول التي قامت بالتصديق على نظام روما الأساسي أو الانضمام إليه. وتتألف رئاسة الجمعية حالياً من رئيسة الجمعية، سعادة السيدة بايفي كاوكورانتا (فنلندا)، ومن نائبي الرئيس، سعادة السيد مايكل إمران كانو (سيراليون) وسعادة السيدة مارغريتا كاسانغانا (بولندا).
