Statement of ICC Prosecutor, Fatou Bensouda, on the arrest of the second suspect in the situation of the Central African Republic (CAR), Mr Patrice-Edouard Ngaïssona: “Our quest for justice in the CAR continues”
I welcome the arrest of the suspect, Mr Patrice-Edouard Ngaïssona, this morning in France. He is the second suspect arrested in the context of my Office's ongoing investigations concerning all parties to the conflict in the Central African Republic ("CAR"). His arrest follows Mr Alfred Yekatom's surrender to the International Criminal Court ("ICC" or "Court") in mid-November. I am confident that pursuant to the domestic proceedings already underway in France, Mr Ngaïssona will be transferred to the ICC in due course to face justice.
It is alleged, on the basis of my Office's independent and impartial investigations that Mr Ngaïssona is criminally responsible for several counts of crimes against humanity and war crimes, committed in CAR between September 2013 and December 2014.
Today's development is an important step in the fulfilment of our mandate concerning the second situation in CAR to hold accountable those individuals most responsible for crimes of serious concern to the international community under the Rome Statute; no matter on what side of the conflict they are on. It also further attests to our resolve to respond – concretely – to the calls of countless victims seeking justice for such crimes in CAR.
I thank the French authorities, and in particular the Office central de lutte contre les crimes contre l'humanité ("OCLCH"), for conducting the arrest operation on the Court's behalf.
I also wish to express my appreciation to the witnesses from CAR who have stepped forward and continue to do so. I praise their courage and commitment, which make these important developments possible.
Finally, I reiterate that my Office's investigations are ongoing. We look forward to our continued engagement and collaboration with Central Africans to advance our joint commitment to achieve justice.
The Office of the Prosecutor of the ICC conducts independent and impartial preliminary examinations, investigations and prosecutions of the crime of genocide, crimes against humanity, war crimes and aggression. Since 2003, the Office has been conducting investigations in multiple situations within the ICC's jurisdiction, namely in Uganda; the Democratic Republic of the Congo; Darfur, Sudan; the Central African Republic (two distinct situations); Kenya; Libya; Côte d'Ivoire; Mali; Georgia and Burundi. Pre-Trial Chamber II is seized of the Prosecutor's request for authorisation to commence an investigation into the situation in the Islamic Republic of Afghanistan. The Office is also conducting preliminary examinations relating to the situations in Bangladesh/Myanmar; Colombia; Guinea; Iraq/UK; Palestine; the Philippines; Nigeria; Ukraine, and Venezuela.
