ICC President concludes cooperation agreement with ILANUD
On 11 January 2024, the President of the International Criminal Court (ICC), Judge Piotr Hofmański, signed a cooperation agreement with the United Nations Latin American Institute for the Prevention of Crime and the Treatment of Offenders (ILANUD). The Agreement aims to enhance cooperation and encourage the exchange of knowledge, experience and expertise between the two institutions.
“The objectives of the ICC can be best achieved in close cooperation and partnership with others. The ICC and ILANUD are united by shared goals, such as the rule of law and the pursuit of criminal justice. This agreement reflects our readiness to work together to facilitate the discharge of our respective mandates and opens possibilities to promote greater understanding of the Rome Statute, the ICC’s founding treaty, in Latin America, the Caribbean and beyond,” President Hofmański stated.
The Director of ILANUD Douglas Durán Chavarría, said: “The main objective of ILANUD has always been the advancement of the human rights approach, which is why a cooperation agreement such as the one now signed with the International Criminal Court is of the utmost relevance for ILANUD, given the outstanding work that the ICC carries out in this field. On the other hand, this new relationship with the ICC is also important for ILANUD because the strengthening of criminal justice systems is particularly relevant for this regional institute of the United Nations, given its special mandate in this area. Therefore, the agreement is an excellent opportunity to work together on issues of mutual interest.”
Through this agreement, the two institutions agree to cooperate closely and consult each other on matters of mutual interest. The institutions also intend to conduct training and assistance for their personnel on topics within their respective mandates, including evidence, judicial proceedings, protection of victims and witnesses and prison management.

El 11 de enero de 2024, el Presidente de la Corte Penal Internacional (CPI), Juez Piotr Hofmański, firmó un acuerdo de cooperación con el Instituto Latinoamericano de las Naciones Unidas para la Prevención del Delito y el Tratamiento del Delincuente (ILANUD). El Acuerdo tiene como objetivo mejorar la cooperación y fomentar el intercambio de conocimientos y de experiencias entre las dos instituciones.
“Los objetivos de la CPI se pueden lograr mejor mediante una estrecha cooperación y asociación con otros. La CPI y el ILANUD están unidos por objetivos comunes, como el estado de derecho y la búsqueda de la justicia penal. Este acuerdo refleja nuestra voluntad de trabajar juntos para facilitar el cumplimiento de nuestros mandatos respectivos y abre oportunidades para promover un mejor entendimiento del Estatuto de Roma, el tratado fundacional de la CPI, en América Latina, el Caribe y más allá,” declaró el Presidente Hofmański.
El Director del ILANUD, Douglas Durán Chavarría, dijo: “El objetivo principal del ILANUD siempre ha sido el avance del enfoque de derechos humanos, por lo que un acuerdo de cooperación como este firmado con la Corte Penal Internacional es de suma importancia para el ILANUD, dado el notable trabajo que la CPI está llevando a cabo en esta área. Por otro lado, esta nueva relación con la CPI también es importante para el ILANUD porque el fortalecimiento de los sistemas de justicia penal es particularmente relevante para este instituto regional de las Naciones Unidas, dado su mandato en esta área. Por tanto, este acuerdo representa una excelente oportunidad para trabajar juntos en cuestiones de interés común. »
A través de este acuerdo, las dos instituciones acuerdan cooperar estrechamente y consultarse sobre asuntos de interés mutuo. Las instituciones también tienen la intención de impartir capacitación y asistencia a su personal en temas dentro de sus mandatos respectivos, incluidas pruebas, procedimientos judiciales, protección de víctimas y testigos y gestión penitenciaria.
