The Bureau of the Assembly of States Parties regrets sanctions against the ICC as an institution

Presidency of the Assembly of States Parties expresses deep regret at the extension of US sanctions targeting the ICC President and a staff member

The Bureau of the Assembly of States Parties regrets institutional sanctions against the International Criminal Court (“the Court”).

The escalation in unprecedented use of coercive measures is a regrettable attempt to impede the Court and its personnel in the exercise of their independent judicial functions. Such actions aim to directly challenge an international legal institution painstakingly built to ensure that accountability, not impunity, prevails. The institutional designation of the Court follows sanctions targeting the elected officials of the Court.

We underscore our support for the Court, its officials, and all those who contribute to the fulfilment of its judicial mandate in accordance with the Rome Statute. We reiterate our resolve to uphold the principles of international justice and the independence of the judiciary and to stand united in supporting the Court, its elected officials, its personnel and those cooperating with it to carry out their roles and responsibilities under the Rome Statute.

In this context, we underline the importance of cooperation with the Court by all States Parties and stakeholders in the Rome Statute system. The Bureau calls on the international community to stand firm in defence of the Court in the face of these unprecedented measures, and to demonstrate their collective resolve to safeguard the integrity of the international rule of law.

The Bureau also calls for the immediate revocation of these sanctions.


The Assembly of States Parties is the management oversight and legislative body of the ICC. The Bureau of the Assembly consists of a President, two Vice-Presidents and 18 members elected by the Assembly for three-year terms. The Bureau has a representative character and assists the Assembly in the discharge of its responsibilities.

La Mesa de la Asamblea de los Estados Partes lamenta las sanciones institucionales contra la Corte Penal Internacional (“la Corte”).

La escalada en el uso sin precedentes de medidas coercitivas constituye un intento lamentable de obstaculizar a la Corte y a su personal en el ejercicio de sus funciones judiciales independientes. Tales medidas pretenden cuestionar directamente una institución jurídica internacional construida con gran esfuerzo para garantizar que prevalezcan la rendición de cuentas y no la impunidad. La propia Corte es ahora objeto de sanciones institucionales, tras las sanciones dirigidas contra sus funcionarios elegidos.

Reiteramos nuestro apoyo a la Corte, a sus funcionarios y a todas las personas que contribuyen al cumplimiento de su mandato judicial de conformidad con el Estatuto de Roma. Reiteramos nuestra determinación de defender los principios de la justicia internacional y la independencia del poder judicial, y de mantenernos unidos en apoyo de la Corte, sus funcionarios elegidos, su personal y quienes cooperan con ella en el desempeño de sus funciones y responsabilidades en virtud del Estatuto de Roma.

En este contexto, destacamos la importancia de la cooperación con la Corte por parte de todos los Estados Partes y de las partes interesadas en el sistema del Estatuto de Roma. La Mesa hace un llamamiento a la comunidad internacional para que se mantenga firme en defensa de la Corte ante estas medidas sin precedentes y demuestre su determinación colectiva de salvaguardar la integridad del Estado de Derecho internacional.

La Mesa hace asimismo un llamamiento para que estas sanciones sean revocadas inmediatamente.


La Asamblea de los Estados Partes es el órgano de supervisión administrativa y legislativa de la CPI. La Mesa de la Asamblea está integrada por un Presidente, dos Vicepresidentes y 18 miembros elegidos por la Asamblea por períodos de tres años. La Mesa tiene carácter representativo y presta asistencia a la Asamblea en el desempeño de sus funciones.

يعرب مكتب جمعية الدول الأطراف عن أسفه لفرض عقوبات مؤسسية على المحكمة الجنائية الدولية ("المحكمة").

إنّ التصعيد في اللجوء، على نحو غير مسبوق، إلى التدابير القسرية يمثّل محاولة مؤسفة لعرقلة المحكمة وموظفيها في ممارسة مهامهم القضائية باستقلالية. وتهدف هذه التدابير إلى الطعن مباشرةً في مؤسسة قانونية دولية بُذلت جهود مضنية لإنشائها ضمانًا للمساءلة ومنعًا للإفلات من العقاب. ويأتي تصنيف المحكمة على المستوى المؤسسي في أعقاب فرض عقوبات استهدفت المسؤولين المنتخبين فيها.

ويؤكد المكتب دعمه الثابت للمحكمة ومسؤوليها وجميع من يسهمون في تنفيذ ولايتها القضائية وفقًا لنظام روما الأساسي. كما يُجدد عزمه على صون مبادئ العدالة الدولية واستقلال السلطة القضائية، وعلى الوقوف صفًا واحدًا دعمًا للمحكمة ومسؤوليها المنتخبين وموظفيها وجميع المتعاونين معها في الاضطلاع بأدوارهم ومسؤولياتهم بموجب نظام روما الأساسي.

وفي هذا السياق، يُشدد المكتب على أهمية تعاون جميع الدول الأطراف والجهات المعنية في إطار منظومة نظام روما الأساسي مع المحكمة. ويدعو المكتب المجتمع الدولي إلى الثبات في الدفاع عن المحكمة في مواجهة هذه التدابير غير المسبوقة وإلى إظهار عزمه الجماعي على صون سلامة منظومة سيادة القانون على الصعيد الدولي.

كما يدعو المكتب إلى الرفع الفوري لهذه العقوبات.


تُشكِّل جمعية الدول الأطراف هيئة الإشراف الإداري والهيئة التشريعية للمحكمة الجنائيّة الدوليّة. ويتألف مكتب الجمعية من رئيس ونائبَي رئيس و١٨ عضوًا تنتخبهم الجمعية لولايات مدتها ثلاث سنوات. ويتميّز المكتب بطابعه التمثيلي، ويساعد الجمعية على الاضطلاع بمسؤولياتها.
