Bureau of the Assembly of States Parties launches procedure for the election of the fourth Prosecutor of the ICC
Following consultations with States Parties and other stakeholders, the Bureau of the Assembly of States Parties has launched the procedure for the election of the fourth Prosecutor of the International Criminal Court.
“With this procedure, the Assembly of States Parties seeks to attract the most qualified candidates for the position of Prosecutor of the International Criminal Court. A transparent and structured selection process is essential to identifying and electing a highly qualified Prosecutor who can fulfil the responsibilities of this important position,” the President of the Assembly of States Parties, Ms. Päivi Kaukoranta, said.
Applications for the post of Prosecutor will open on 31 October 2026 and will close on 31 January 2027. Candidates may apply directly for the position, and States Parties or groups of States Parties may also submit applications on behalf of individuals. Applications are to be sent to the Secretariat of the Assembly of States Parties at asp@icc-cpi.int.
All qualified applicants will have their applications posted on the website of the Assembly in February 2027 and will be subject to an assessment by the Advisory Committee on Nominations of Judges (ACN), serving as an Advisory Committee on the Election of the Prosecutor, and to a comprehensive due diligence process conducted by the Independent Oversight Mechanism (IOM). A confidential IOM channel for the receipt of allegations of alleged misconduct against applicants will be opened following the public posting of applications on the Assembly website in February 2027.
The timetable set by the Bureau indicates that the election of the fourth Prosecutor will take place in December 2027. The timetable may be subject to amendment if the process requires.

The Assembly of States Parties is the management oversight and legislative body of the ICC. It is comprised of representatives of States that have ratified and acceded to the Rome Statute.

Después de mantener consultas con los Estados Partes y otras instancias interesadas, la Mesa de la Asamblea de los Estados Partes ha iniciado el procedimiento para la elección del cuarto Fiscal de la Corte Penal Internacional.
“Con este procedimiento, la Asamblea de los Estados Partes pretende atraer a los candidatos más cualificados para ocupar el cargo de Fiscal de la Corte Penal Internacional. Un proceso de selección transparente y estructurado es fundamental a fin de reconocer y elegir al Fiscal más altamente cualificado que pueda cumplir las obligaciones de un cargo tan importante”, señaló la presidenta de la Asamblea de los Estados Partes, la Sra. Päivi Kaukoranta.
El plazo para la presentación de candidaturas al puesto de Fiscal comienza el próximo día 31 de octubre de 2026 y concluirá el 31 de enero de 2027. Los candidatos podrán postularse para el cargo directamente; asimismo, los Estados Partes o grupos de Estados Partes podrán presentar candidaturas en nombre de particulares. Las candidaturas deberán enviarse a la Secretaría de la Asamblea de los Estados Partes por correo electrónico, a la siguiente dirección: asp@icc-cpi.int.
Todos los candidatos cualificados —cuyas candidaturas se publicarán en el sitio web de la Asamblea en febrero de 2027— serán evaluados por el Comité Asesor para las candidaturas de los magistrados, que actuará como Comité Asesor para la elección del Fiscal, y se someterán a un proceso de diligencia debida exhaustivo que llevará a cabo el Mecanismo de Supervisión Independiente. En el momento en que las candidaturas se publiquen en el sitio web de la Asamblea, en febrero de 2027, el Mecanismo abrirá un canal confidencial para la recepción de denuncias por presunta conducta indebida de los candidatos.
De acuerdo con el calendario fijado por la Mesa, la elección del cuarto Fiscal tendrá lugar en diciembre de 2027. Dicho calendario podrá ser objeto de modificación si el proceso así lo requiere.

إثر المشاورات مع الدول الأطراف وأصحاب المصلحة الآخرين، بدأ مكتب جمعية الدول الأطراف إجراءات انتخاب المدعي العام الرابع للمحكمة الجنائية الدولية.
وصرّحت رئيسة جمعية الدول الأطراف، السيدة بايفي كوكورانتا، أنّ "جمعية الدول الأطراف تسعى من خلال هذا الإجراء إلى استقطاب المرشحين الأكثر كفاءة لشغل منصب المدعي العام للمحكمة الجنائية الدولية. وإن عملية اختيار شفافة ومنظمة ضرورية لتحديد وانتخاب مدعٍ عام مؤهل تأهيلاً عالياً يمكنه الوفاء بمسؤوليات هذا المنصب الهام".
سيتم فتح باب تقديم الطلبات لشغل وظيفة المدعي العام للمحكمة في 31 تشرين الأول/أكتوبر 2026 وسيغلق في 31 كانون الثاني /يناير 2027. يجوز للمرشحين التقدّم مباشرة للوظيفة، كما يجوز للدول الأطراف على حدة أو ضمن مجموعات تقديم طلبات نيابة عن الأفراد. يجب إرسال الطلبات إلى أمانة جمعية الدول الأطراف على البريد الإلكتروني: asp@icc-cpi.int.
سيتم نشر طلبات جميع المتقدمين المؤهلين على الموقع الإلكتروني للجمعية في شهر شباط/فبراير 2027، وسيخضع هؤلاء لتقييم من قبل اللجنة الاستشارية المعنية بترشيحات القضاة (ACN)، بصفتها لجنة استشارية معنية بانتخاب المدعي العام، كما سيخضعون لعملية عناية واجبة شاملة تُجريها آلية الرقابة المستقلة (IOM). وسيتم فتح قناة سرية خاصة بآلية الرقابة المستقلة لتلقي الادعاءات المتعلقة بأي سوء سلوك مزعوم بحق مقدّمي الطلبات وذلك إثر نشر الطلبات علناً على موقع الجمعية الإلكتروني في شباط/فبراير 2027.
يشير الجدول الزمني الذي وضعه المكتب إلى أن انتخاب المدعي العام الرابع سيتم في كانون الأول/ديسمبر 2027. وقد يخضع الجدول الزمني للتعديل إذا تطلب الأمر ذلك.
