Dr. Katja Samuel: “Terrorism, Counter-Terrorism, and Rule of Law based Responses”

Dr. Katja Samuel is a UK barrister and associate lecturer at the University of Nottingham, specialising in counter-terrorism, armed conflict, collective security, international human rights, and international criminal law. Her research interests also include the influences of Islamic law and the Organisation of Islamic Cooperation on international law-making, especially counter-terrorism. She co-directs a multi-national research project on the rule of law and counter-terrorism at the University of Nottingham, in collaboration with the Club of Madrid (80 former heads of state from 56 democratic countries) and the University of Málaga, under the umbrella of the World Justice Project, an initiative aimed at strengthening the rule of law globally. The project’s primary output is a recently published 1,200 page book,Counter-Terrorism: International Law and Practice (Oxford University Press, 2012), aimed at governmental and inter-governmental practitioners and policy-makers engaged in counter-terrorist responses. Previously, she served for 12 years in the UK’s Royal Navy, deployed at sea in different operational theatres and as a legal adviser.​
