Public hearings

Luis Moreno-Ocampo, the Prosecutor of the ICC established a tradition of promoting public discussions of his main policies. He conducted two sets of public hearings to date. The Prosecutor hosted the first public hearing in The Hague on 17-18 June 2003, directly after he took office on 16 June 2003, to discuss his first policies.  Three years later, the Prosecutor convened a second public hearing in The Hague and New York in September and October 2006 to discuss a report of the activities of the Office of the Prosecutor during its first three years and a document summarizing the prosecutorial strategy for the next three years. The sessions in The Hague were held on 25 September for interested states and 26 September for NGOs and other experts.  The sessions in New York took place on 17 October for interested states and 18 October for NGOs and other experts. 

The public hearings are part of an ongoing dialogue with stakeholders to discuss the core principles, policies, and strategies guiding the Office. The process is designed to align expectations without compromising the independence of the Office of the Prosecutor.

The First Public Hearing

The Prosecutor convened groups of experts in international criminal law, distinguished national judges and prosecutors of demonstrated experience, representatives of civil society and media commentators to advise him on policy questions facing the Office of the Prosecutor as it commenced operations.
International experts intervened in their personal capacity to comment on a draft policy paper and draft Regulations prepared by the Office of the Prosecutor. 

The Second Public Hearing

The Hague, 25 and 26 September 2006
New York, 17 and 18 October 2006

Three years later, and with substantially more operational experience to draw from, the Prosecutor convened the second public hearing.  To facilitate discussion, the Office produced two papers – the Three Year Report and the Report on Prosecutorial Strategy – to increase awareness about the work of the Office in its first three years and to highlight priorities for the next three years.
