Opening ceremony held for the 3rd annual Iberoamerican week of International Justice and Human Rights
Today, 8 July 2013, an Opening Ceremony was held for the 3rd annual Iberoamerican Week of International Justice and Human Rights at The Hague University’s main auditorium, with high level officials of the International Criminal Court (ICC) opening the ceremony and visiting experts, as well as students from seven countries, in attendance.
In her opening remarks, the President of the Assembly of States Parties to the Rome Statute, Ambassador Intelmann stated: The Ibero-American Week of International Justice and Human Rights is the only week-long event dedicated to the promotion of human rights and international criminal justice organised in The Hague. In this regard it constitutes a special occasion reaffirming the dedication of the Ibero-American region to the shared goal of putting an end to impunity for the most serious crimes of concern to the international community.
ICC Registrar Herman von Hebel added: “The support of Latin America remains key to the success of the ICC. This is why the Court is proud to support efforts such as this to promote the basic principles of international law amongst the students of today who will be the judges, prosecutors, lawyers and decision makers of a not so distant tomorrow. As future leaders, it is in your hands to ensure that the fight against impunity succeeds.”
Also speaking at the Opening Ceremony were Professor Hector Olasolo, President of the Ibero-American Institute of The Hague (IIH), Chair of International Law at the University of El Rosario (Colombia) and Visiting Professor at the Hague University for Applied Sciences, and Ernst van Bemmelen, Director of the International Law Programme of The Hague University of Applied Sciences and President of the Bynkershoek Institute.
Background
The week of events, organised by the International Criminal Court and the Iberoamerican Institute for Peace, Human Rights and International Justice (IIH), is held annually to bring together students and experts from the Iberoamerican region and practitioners in The Hague. This year’s activities are supported by the Embassies of Argentina, Ecuador and Mexico.
From 8 to 12 July, a number of events and activities will take place throughout The Hague to facilitate the exchange of knowledge and experience in the field of international law and human rights. The week’s activities will conclude on 12 July 2013 with the final round of the ICC Trial Competition 2013 - Spanish version, starting at 09:30 in Courtroom I of the International Criminal Court. The top three universities from the regional competitions will compete on a fictional case in an open session of Court. The competition is open to the public and will also be webstreamed live on the ICC website (www.icc-cpi.int). ICC Trial Competitions play a critical role in galvanising interest in the Court’s work with academic communities and enhancing global respect for international criminal law.

Hoy, 8 de julio de 2013, se inauguro la 3ª edición de la Semana Iberoamericana de la Justicia Internacional y los Derechos Humanos. La ceremonia de apertura tuvo lugar en el auditorio de la Universidad de La Haya y contó con la participación de funcionarios de alto nivel de la Corte Penal Internacional (CPI) y expertos en el tema, y la asistencia de estudiantes de siete países.
En su discurso de apertura, la Presidenta de la Asamblea de los Estados Partes en el Estatuto de Roma, la embajadora Tina Intelmann, afirmó que “La Semana Iberoamericana de la Justicia Internacional y los Derechos Humanos es el único evento de esta naturaleza que dedica una semana a la promoción de los temas de derechos humanos y justicia penal internacional organizado en La Haya. En este sentido, el evento se convierte en una oportunidad especial para reafirmar la dedicación de la región Iberoamericana al objetivo común de poner fin a la impunidad de los crímenes más graves de trascendencia para la comunidad internacional”.
Por su parte, el Secretario Judicial de la Corte Penal Internacional, Herman Von Hebel añadió que “el apoyo de América Latina continúa siendo esencial para el éxito de la CPI. Es por esto que la Corte se siente orgullosa de apoyar esfuerzos como este que buscan promover los principios básicos del derecho internacional entre los estudiantes de hoy, que serán los jueces, fiscales, abogados y quienes tomarán las decisiones en un mañana no tan distante. Como futuros líderes, está en vuestras manos asegurar que la lucha contra la impunidad triunfe”.
Asimismo, en la ceremonia de apertura participaron el Profesor Héctor Olásolo, Presidente del Instituto Iberoamericano de La Haya (IIH), catedrático de Derecho Internacional de la Universidad de El Rosario (Colombia) y profesor visitante en la Universidad de La Haya para las Ciencias Aplicadas; y Ernst van Bemmelen, Director del Programa de Derecho Internacional de la Universidad de La Haya para las Ciencias Aplicadas y Presidente del Instituto Bynkershoek.
Contexto
Esta semana de eventos, organizada por la CPI y el Instituto iberoamericano por la Paz, los Derechos Humanos y la Justicia Internacional (IIH), reúne cada año a estudiantes y expertos de la región iberoamericana y a profesionales de los tribunales internacionales con sede en La Haya. Las actividades de este año cuentan con el apoyo de las embajadas de Argentina, Ecuador y México.
Del 8 al 12 de julio se celebrarán en la ciudad diversas actividades con vistas a facilitar el intercambio de conocimientos e ideas sobre el derecho internacional y los derechos humanos. Las actividades de la semana finalizarán el 12 de julio con la final de la versión española del concurso CPI de simulación judicial, que comenzará a las 9h30 en la sala de audiencias I de la Corte Penal Internacional. Estudiantes de tres universidades que fueron seleccionados para participar en la final competirán con un caso ficticio en sesión pública. El concurso está abierto al público y será igualmente retransmitido en video en directo a través del sitio en Internet de la Corte (www.icc-cpi.int). Los concursos de simulación judicial permiten mejorar el conocimiento que la comunidad universitaria tiene sobre la CPI y su trabajo y sirven para reforzar la promoción y el respeto mundial de los principios fundamentales del derecho penal internacional.
