ICC Registrar concludes official visit to Colombia
From 12 to 14 November 2024, following an invitation from the national authorities, the Registrar of the International Criminal Court (“ICC” or “the Court”), Osvaldo Zavala Giler, paid an official visit to the Republic of Colombia, and met with high level government representatives and members of the Judiciary, and other stakeholders. The Registrar was joined by the Chair of the Board of Directors of the Trust Fund for Victims (TFV), Minou Josefina Tavárez Mirabal. This visit was the first official mission of the ICC Registrar to the Latin American and Caribbean Region and focused on strengthening cooperation and engagement with the Court.
This also marked the ICC Trust Fund for Victims' first official mission to the region. These exchanges aimed to raise awareness about the Fund and its mandate, foster long-term and sustainable partnerships with Colombian national authorities and institutions, and strengthen cooperation. Additionally, they provided an opportunity to gather valuable insights from the country’s experiences and further mobilize resources.
The ICC Registrar and the TFV Chair met with the Vice Minister of Multilateral Affairs of Colombia, Kandya Obezo, the Minister of Justice, Angela María Buitrago, among various other national and judicial authorities, including the Attorney General of Colombia, Luz Adriana Camargo, and representatives from the Special Assets Society (Sociedad de Activos Especiales).
“As the first Registrar of the Court of Latin-American origin, I feel quite strongly about having this opportunity to deepen the excellent engagement which already exists between Colombia and the ICC, and to find further opportunities to enhance cooperation and exchange experiences on various areas under the mandate of the Registry, including as concerns the participation of victims in the judicial process, outreach activities, the protection of witnesses and victims, as well as the freezing and seizing of assets. Additionally, this is an occasion to dialogue about the possibility of advancing voluntary cooperation agreements with Colombia,” the Registrar said.
During his visit, the Registrar and TFV Chair also had in-depth discussions with Alejandro Ramelli, President of the Special Jurisdiction for Peace (Jurisdicción Especial para la Paz - JEP) and other JEP representatives. They exchanged on experiences and cooperation on victims’ participation, outreach and reparations among other key issues.
The Registrar also participated in an event organised by the Augusto Ramírez Ocampo Diplomatic Academy of the Ministry of Foreign Affairs of Colombia, where he presented the work of the Court and the Registry’s mandate, including as concerns cooperation with States Parties, and opportunities for increased engagement in Latin America. .

Del 12 al 14 de noviembre de 2024, por invitación de las autoridades nacionales, el Secretario de la Corte Penal Internacional (“CPI” o “la Corte”), Osvaldo Zavala Giler, realizó una visita oficial a la República de Colombia, y se reunió con funcionarios gubernamentales y miembros del sistema judicial de alto nivel y otras partes interesadas. El Secretario estuvo acompañado por la Presidenta del Consejo de Dirección del Fondo Fiduciario en beneficio de la víctimas (FFBV), Minou Josefina Tavárez Mirabal. Esta visita fue la primera misión oficial del Secretario de la CPI a la Región de América Latina y el Caribe y se centró en fortalecer la cooperación y el compromiso con la Corte.
Esta fue también la primera misión oficial a la región del Fondo Fiduciario en beneficio de las víctimas. Estos intercambios buscaron crear conciencia sobre el Fondo y su mandato, promover alianzas sostenibles y de largo plazo con las autoridades e instituciones nacionales de Colombia, y fortalecer la cooperación. Adicionalmente, ofrecieron una oportunidad para recolectar perspectivas valiosas de las experiencias del país y continuar movilizando contribuciones.
El Secretario de la CPI y la Presidenta del FFBV se reunieron con la Viceministra de Asuntos Multilaterales, Kandya Obezo, la Ministra de Justicia, Angela María Buitrago, entre otras autoridades nacionales y judiciales, incluyendo a la Fiscal General de Colombia, Luz Adriana Camargo, y a representantes de la Sociedad de Activos Especiales.
“Como el primer Secretario de la Corte de origen latinoamericano, considero de especial interés tener esta oportunidad para profundizar la excelente colaboración que ya existe entre Colombia y la CPI, y para encontrar nuevas oportunidades para mejorar la cooperación y el intercambio de experiencias en diferentes áreas del mandato de la Secretaría, incluyendo lo concerniente a la participación de víctimas en el proceso judicial, actividades de difusión de información, la protección de víctimas y testigos, así como la congelación y confiscación de activos. Además, es una ocasión para dialogar sobre la posibilidad de adelantar acuerdos voluntarios de cooperación con Colombia.” señaló el Secretario.
Durante su visita, el Secretario y la Presidenta del FFBV también sostuvieron debates en profundidad con Alejandro Ramelli, Presidente de la Jurisdicción Especial para la Paz (JEP), y otros representantes de la JEP. Intercambiaron información sobre experiencias y cooperación en materia de participación de víctimas, difusión de información y reparaciones, entre otros temas clave.
El Secretario también participó en un evento organizado por la Academia Diplomática Augusto Ramírez Ocampo del Ministerio de Relaciones Exteriores de Colombia, donde presentó el trabajo de la Corte y el mandato de la Secretaría, incluyendo lo relativo a la cooperación con los Estados Parte, y las oportunidades para una mayor colaboración en América Latina.
