ICC Prosecutor on a two-day visit to Canada to attend conference on genocide prevention

On October, 12-13, International Criminal Court (ICC) Prosecutor Luis Moreno-Ocampo will be in Canada to address the first major non-governmental conference on genocide prevention and to hold meetings with Canadian government officials, including a courtesy call on the Governor General of Canada H.E. Michaëlle Jean. 

Speaking at The Global Conference on the Prevention of Genocide hosted by McGill University’s Centre for Human Rights and Legal Pluralism in Montreal, Canada, the Prosecutor will discuss how the ICC can help stop the atrocities in Darfur. He will remind those attending the conference that there can be no political or security solution in Darfur without justice. 

“In the Rome Treaty, States committed to guarantee lasting respect for, and the enforcement of international justice.”

“To do so, they have to seriously address the issue of arrest of individuals sought by the Court.  Arresting them now is the only way of sending a clear message to potential perpetrators and permit the Court to act as an incentive to peace as well as a deterrent to future crimes.”  The Prosecutor said.

While in Ottawa, the Prosecutor will update government officials on the four situations before the Court: Northern Uganda, the Democratic Republic of Congo, Darfur (Sudan) and the Central African Republic, and to emphasise the point that efforts to prevent crimes must focus on respect for international law as the only guarantee of lasting peace.  This will mean ensuring that the Court’s decisions are implemented and all outstanding arrest warrants issued by the ICC are enforced.  The Prosecutor will also address faculty, students and the public at Carlton University’s Norman Paterson School of International Affairs.

The International Criminal Court is an independent, permanent court that investigates and prosecutes persons accused of the most serious crimes of international concern, namely genocide, crimes against humanity and war crimes.
