ICC to hold Seminar on Review of Legal Aid System

The Registry of the International Criminal Court (ICC), in cooperation with the Facilitator of Legal Aid, H.E. Ambassador Carmen María Gallardo (El Salvador), is pleased to announce a Seminar on the Review of the Functioning of the International Criminal Court Legal Aid System and the Reform of the Legal Aid Policy for External Defence and Victims’ Teams.

The Seminar will take place on Monday, 30 May and Tuesday, 31 May 2022 from 9:00 to 17:30 in a hybrid format at the ICC headquarters and online with representatives of States Parties, members of external defence and victims’ teams, the legal profession, international tribunals, Court internal entities, and civil society.

The Seminar will be webcast for all interested persons on the Court’s Website in English and French.

The Assembly of States Parties (ASP) has mandated the ICC to review the functioning of the legal aid system and in consultation with State parties and relevant stakeholders to present a fully-costed proposal for a reform of the Legal Aid Policy, for the consideration of the ASP at its twenty-first session. The aim of this Seminar is to guide the Registry in proposals to reform the Legal Aid Policy. 

The seminar will open with an address by the Registrar of the ICC, Mr Peter Lewis and H.E. Ambassador Carmen María Gallardo. Over the course of the two day Seminar, the following topics will be discussed: working conditions of support team members of Defence and Victims’ teams, remuneration of external Defence and Victims’ team members, the (re-)structuring of legal aid resources, and matters related to the administration and oversight of the Legal Aid Policy.
