Commemoration of the twenty-fifth anniversary of the adoption of the Rome Statute
The Assembly of States Parties to the Rome Statute of the International Criminal Court ("the Assembly") commemorated the twenty-fifth anniversary of the adoption of the Rome Statute on 17 July 2023 at the United Nations Headquarters in New York. The commemoration was attended by States Parties, Observer States, international and regional organizations as well as non-governmental organizations.
The commemoration was chaired by the President of the Assembly, H.E. Ms. Silvia Fernández de Gurmendi. The opening ceremony remarks were delivered by Mr. Miguel de Serpa Soares, Under-Secretary-General for Legal Affairs and United Nations Legal Counsel (on behalf of the Secretary-General of the United Nations), Ms. Maria Tripodi, Undersecretary of State for Foreign Affairs and International Cooperation (Italy), Judge Piotr Hofmański, President of the International Criminal Court, H.E. Mr. Lloyd Axworthy, Former Minister of Foreign Affairs of Canada, Mr. William R. Pace, former Convenor of the Coalition for the International Criminal Court and Ms. Minou Tavárez Mirabal, Chair of the Board of Directors of the Trust Fund for Victims.
During the high-level Ministerial Roundtable entitled “Strategic vision for the next decade: How to ensure consistent and sustainable support for the ICC” numerous Ministers and Vice-Ministers expressed their ongoing support for the Court and its mandate. The closing remarks of the Roundtable were delivered by the Prosecutor of International Criminal Court, Mr. Karim A. A. Khan KC, who highlighted “The Court stands as a powerful emblem of our shared determination to eradicate impunity and preserve the principles of justice. However, as we mark this anniversary, we must also recognise the need for adaptation and growth in order to increase our effectiveness amidst a rapidly transforming global landscape. The multiplication of crises globally demands we are innovative and focused in our response. As Prosecutor, I am seeking to deliver a revitalised strategy, reinvigorating my Office's efforts, and ensuring that our work is felt by those most in need on the frontlines.”
During the cooperation agreements segment of the event, France and Belgium concluded voluntary agreements with the Court on the enforcement of sentences and final release respectively.
The afternoon session had three panels. The first panel entitled “Connecting the dots: Strengthening the international criminal law ecosystem”, discussed the Court’s essential role in strengthening the rule of law and its positioning amongst existing accountability mechanism.
The second panel focused on ensuring adequate remedy to victims of Rome Statute Crimes and described how victims’ rights are realised in the Court and how the system has matured on reparations.
During the last panel entitled “Strengthening the Rome Statute system: The Review Mechanism and beyond”, the discussions centred on the impact of the recommendations of the Independent Expert Review, the work of the Review Mechanism in coordinating and guiding States Parties’, the Court’s and Civil Society’s interactions in the assessment and implementation of the recommendations, and how to continue oversight on the progress of the recommendations.
At the close of the commemoration, the President of the Assembly, Ms. Fernández de Gurmendi welcomed the unwavering support for the Court as well as the constructive dialogue and exchanges on various issues. She encouraged all stakeholders to work together to allow the Court continue to fulfil its mandate as an independent and impartial judicial institution, reiterating strong commitment to uphold and defend the principles and values enshrined in the Rome Statute in the face of its many current and future challenges. President Fernández de Gurmendi concluded with the following words: "Like 25 years ago, the vision expressed today reflects the need to continue working to achieve a “court worth having”, that is a universal and inclusive Court that delivers high quality justice, ensures the centrality of victims and contributes to consolidate a global system of justice together with other international and national justice efforts.
The event was organized with the financial support of the European Commission, the Permanent Missions of Canada, Italy and Liechtenstein to the United Nations, as well as the Siracusa International Institute for Criminal Justice and Human Rights.

La Asamblea de Estados Partes del Estatuto de Roma de la Corte Penal Internacional (“la Asamblea”) conmemoró el vigésimo-quinto aniversario de la adopción del Estatuto de Roma el 17 de julio de 2023 en la sede de las Naciones Unidas en Nueva York. A la conmemoración asistieron Estados Partes, Estados Observadores, organizaciones internacionales y regionales, así como organizaciones no gubernamentales.
La conmemoración estuvo presidida por la Presidenta de la Asamblea, S.E. Sra. Silvia Fernández de Gurmendi. Las palabras de la ceremonia de apertura estuvieron a cargo del Sr. Miguel de Serpa Soares, Secretario-General Adjunto de Asuntos Jurídicos y Asesor Jurídico de las Naciones Unidas (en representación del Secretario-General de las Naciones Unidas), la Sra. Maria Tripodi, Subsecretaria de Estado de Relaciones Exteriores y Cooperación Internacional (Italia), el Juez Piotr Hofmański, Presidente de la Corte Penal Internacional, S.E. Sr. Lloyd Axworthy, antiguo Ministro de Relaciones Exteriores de Canadá, el Sr. William R. Pace, antiguo Coordinador de la Coalición por la Corte Penal Internacional y la Sra. Minou Tavárez Mirabal, Presidenta de la Junta Directiva del Fondo Fiduciario para las Víctimas.
Durante la Mesa Redonda Ministerial de alto nivel titulada “Strategic vision for the next decade: How to ensure consistent and sustainable support for the ICC”, numerosos Ministros y Viceministros expresaron su continuo apoyo a la Corte y su mandato. Las palabras de clausura de la Mesa Redonda estuvieron a cargo del Fiscal de la Corte Penal Internacional, Sr. Karim A. A. Khan KC, quien destacó que “La Corte se erige como un emblema poderoso de nuestra determinación compartida de erradicar la impunidad y preservar los principios de justicia. Sin embargo, al conmemorar este aniversario, también debemos reconocer la necesidad de adaptación y crecimiento. Todo esto para aumentar nuestra eficacia en medio de un panorama global en rápida transformación. La multiplicación de las crisis a nivel mundial exige que seamos innovadores y que nos centremos en nuestra respuesta. Como Fiscal, busco ofrecer una estrategia revitalizada, revigorizando los esfuerzos de mi Oficina y asegurando que nuestro trabajo sea palpable por los más necesitados”.
Durante el segmento de acuerdos de cooperación del evento, Francia y Bélgica firmaron acuerdos voluntarios con la Corte sobre la ejecución de laudos y la liberación final, respectivamente.
La sesión de la tarde contó con tres paneles. El primer panel titulado “Connecting the dots: Strengthening the international criminal law ecosystem”, discutieron el rol esencial de la Corte en el fortalecimiento del estado de derecho y su posicionamiento entre los mecanismos de rendición de cuentas existentes.
El segundo panel se centró en garantizar una reparación adecuada para las víctimas de los crímenes del Estatuto de Roma y describió como los derechos de las víctimas son logrados en la Corte y la madurez del sistema en materia de reparaciones.
Durante el último panel titulado “Strengthening the Rome Statute system: The Review Mechanism and beyond”, las discusiones se centraron en los siguientes puntos, el impacto de las recomendaciones de la Revisión de Expertos Independientes, el trabajo del Mecanismo de Revisión en la coordinación y orientación de las interacciones de los Estados Partes, la Corte y la Sociedad Civil , la evaluación e implementación de las recomendaciones, y finalmente en cómo continuar la supervisión del progreso de las recomendaciones.
Al cierre de la conmemoración, la Presidenta de la Asamblea, la Sra. Fernández de Gurmendi, saludó el apoyo incondicional a la Corte así como el diálogo constructivo e intercambios sobre diversos temas. Alentó a todas las partes interesadas a trabajar en conjunto para que la Corte continúe cumpliendo con su mandato como una institución judicial independiente e imparcial, reiterando el firme compromiso de defender y defender los principios y valores consagrados en el Estatuto de Roma frente a sus numerosos desafíos actuales y futuros. La Presidenta Fernández de Gurmendi concluyó con las siguientes palabras: “La visión expresada hoy refleja la necesidad de continuar trabajando para alcanzar una corte que “valga la pena tener”, esto es una Corte universal e inclusiva, que imparta justicia de alta calidad, que asegure un papel central a las víctimas y que contribuya a la consolidación de un sistema global de justicia junto a otros esfuerzos de justicia a nivel nacional e internacional.
