Assembly of States Parties concludes its twenty-third session
The Assembly of States Parties to the Rome Statute of the International Criminal Court ("the Assembly") held its twenty-third session from 2 to 6 December 2024 at the World Forum Convention Center in The Hague. The Assembly was attended by States Parties, Observer States, international and regional organizations and representatives of civil society.
The session was chaired by the President of the Assembly, H.E. Ms. Päivi Kaukoranta. In closing the session, the President stated: “The laws of physics teach us that where there is force, there is resistance. As the challenges faced by the Court grow in number, complexity, and nature, States Parties’ support must grow in resolve, commitment, and strength. The Court – our Court – is needed now more than ever.”
The Assembly also elected five members of the Board of Directors of the Trust Fund for Victims: Mr. Kevin Kelly (Ireland); Mr. Tareque Muhammad (Bangladesh); Mr. Andres Parmas (Estonia); Ms. Mônica Jacqueline Sifuentes (Brazil); and Mr. Ibrahim Sorie Yillah (Sierra Leone). The Assembly also elected four members of the Committee on Budget and Finance: Mr. Jae Woo Kim (Republic of Korea); Mr. Héctor Félix Romero (Argentina); Mr. Mustapha Samateh (The Gambia); and Ms. Glory Geofrey Sindilo (United Republic of Tanzania). The Assembly additionally elected nine members of the Advisory Committee on nominations of judges: Mr. Julian Fernandez (France); Mr. Robert Fremr (Czech Republic); Mr. Guido Hildner (Germany); Ms. Milica Kolaković-Bojović (Serbia); Mr. O-Gon Kwon (Republic of Korea); Mr. Jaime Moscoso Valenzuela (Chile); Ms. Ngozika Okaisabor Uwazurunonye (Nigeria); Mr. Diego Pary Rodríguez (Bolivia); and Mr. Mauro Politi (Italy).
The Assembly held its general debate, which was enriched by the participation of ministers, international organizations and representatives of civil society. The Assembly held two thematic plenary sessions: one on cooperation and one on the Review of the International Criminal Court and the Rome Statute system. Numerous side events, including many organized by civil society, were also held during the session.
The Assembly adopted six resolutions by consensus on: strengthening the International Criminal Court and the Assembly of States Parties, the implementation of the tenure policy, a moratorium on the recruitment of staff of non-States Parties’ nationality, the Review of the International Criminal Court and the Rome Statute system, cooperation, and the programme budget for 2025. The Assembly adopted the 2025 programme budget of the Court totalling € 195,481.500 and a staffing level of 984.
The twenty-fourth session of the Assembly will be held from 1 to 6 December 2025 at the World Forum Convention Center in The Hague.
The Assembly decided that the Special Session on the review of the amendments on the crime of aggression shall be held at United Nations Headquarters, from 7 to 9 July 2025.

La Asamblea de los Estados Partes del Estatuto de Roma de la Corte Penal Internacional ("la Asamblea") celebró su vigésimo tercer período de sesiones del 2 al 6 de diciembre de 2024 en el Centro de Convenciones World Forum, en La Haya. A la Asamblea asistieron los Estados Partes, Estados Observadores, organizaciones internacionales y regionales, y representantes de la sociedad civil.
La sesión fue presidida por la Presidenta de la Asamblea, S.E. la Sra. Päivi Kaukoranta.
