ASP President, O-Gon Kwon, rejects US measures against ICC
Today the Government of the United States announced concrete measures against the Prosecutor of the International Criminal Court and a senior staff member in her office. I strongly reject such unprecedented and unacceptable measures against a treaty-based international organization. They only serve to weaken our common endeavor to fight impunity for mass atrocities.
The Court is an independent and impartial judicial institution. It operates in strict adherence to the provisions of the Rome Statute. The ICC is complementary to national jurisdictions and thus recognizes the primary jurisdiction of States themselves. This is the cornerstone of the Statute. Further, the Assembly of States Parties and the Court have together embarked on wide-ranging review process to strengthen the Rome Statute system and improve the Court's performance and efficiency.
We stand by our Court and its staff as well as those cooperating with it in implementing its judicial mandate. A meeting of the Bureau of the Assembly will take place shortly to consider the measures imposed by the United States and ways to give effect to our unstinting support for the Court.
I call upon the States Parties and all the stakeholders in the Rome Statute system to reiterate once again our unwavering commitment to uphold and defend the principles and values enshrined in the Statute and to preserve its integrity undeterred by any measures and threats against the Court and its officials, staff and their families.

The Assembly of States Parties is the management oversight and legislative body of the ICC. It is comprised of representatives of States that have ratified or acceded to the Rome Statute. President Kwon was elected President of the Assembly for a three-year mandate in December 2017.
Hoy, el Gobierno de los Estados Unidos anunció medidas concretas contra la Fiscal de la Corte Penal Internacional y un alto funcionario de su oficina. Rechazo enérgicamente medidas tan inaceptables y sin precedentes contra una organización basada en un tratado internacional. Tales medidas, solo sirven para debilitar nuestro esfuerzo común en la lucha contra la impunidad por atrocidades masivas.
La Corte es una institución judicial independiente e imparcial. Opera con estricto apego a las disposiciones del Estatuto de Roma. La CPI es complementaria a las jurisdicciones nacionales y, por lo tanto, reconoce la jurisdicción primaria de los propios Estados. Ésta es una piedra angular del Estatuto. Asimismo, la Asamblea de los Estados Partes y la Corte se han embarcado juntas en un proceso de revisión de amplio alcance para fortalecer el sistema del Estatuto de Roma y mejorar el desempeño y la eficiencia de la Corte.
Respaldamos a nuestra Corte y su personal, así como a quienes cooperan con ella en la implementación de su mandato judicial. En breve se llevará a cabo una reunión de la Mesa de la Asamblea para considerar las medidas impuestas por los Estados Unidos y las formas de hacer efectivo nuestro apoyo incondicional a la Corte.
Hago un llamado a los Estados Partes y a todas las partes interesadas en el sistema del Estatuto de Roma a reiterar una vez más nuestro compromiso incansable de sostener y defender los principios y valores consagrados en el Estatuto y de preservar su integridad sin dejarse intimidar por cualquier medida y amenaza contra la Corte y su funcionarios, personal y sus familias.

La Asamblea de los Estados Partes es el órgano legislativo y de supervisión de la Corte Penal Internacional. El Presidente Kwon fue elegido Presidente de la Asamblea por un mandato de tres años en diciembre de 2017.
أعلنت حكومة الولايات المتحدة الأميركية اليوم عن إجراءات ملموسة ضد المدعي العام للمحكمة الجنائية الدولية وأحد كبار موظفيها. إنني أرفض رفضًا قاطعًا هذه الاجراءات غير المسبوقة وغير المقبولة ضد منظمة دولية قائمة على المعاهدات حيث أن هذه الاجراءات إنما تُضر بسعينا المشترك لمكافحة الإفلات من العقاب على الفظائع الجماعية.
إنَّ هذه المحكمة هيئة قضائية مستقلة ومحايدة، لا تخرج أعمالها عن الإطار القانوني الذي وضعه نظام روما الأساسي، والذي نشأت بمقتضاه. والمحكمة الجنائية الدولية مكمّلة للولايات القضائية الوطنية وبالتالي تعترف بالاختصاص الأولي للدول في التحقيق والمقاضاة. وهذه قاعدة أساسية في النظام. بالإضافة إلى ذلك، تقوم جمعية الدول الأطراف والمحكمة الجنائية بعملية مراجعة واسعة النطاق تهدف إلى تعزيز نظام روما الأساسي وتحسين أداء المحكمة وكفاءتها.
إننا نقف إلى جانب محكمتنا وموظفيها ومن يتعاونون معها في تنفيذ ولايتها القضائية. وسوف يُعقد اجتماع لمكتب الجمعية في القريب العاجل حيث سننظر في الإجراءات المفروضة من قبل الولايات المتحدة وفي سبل لتفعيل دعمنا غير المحدود للمحكمة.
كما أدعو الدول الأطراف وكل المعنيين بنظام روما الأساسي إلى التأكيد مجددا عن التزامنا الراسخ بصون المبادئ والقيم التي كرَّسها نظام روما الأساسي وبالدفاع عنها، والعمل على حفاظ سلامة نظام روما الأساسي، لا تردعنا في ذلك أي إجراءات أو تهديدات تُساق ضد المحكمة ومسؤوليها وموظفيها وعائلاتهم.

إن جمعية الدول الأطراف هي هيئة الإشراف الإداري والتشريعي للمحكمة الجنائية الدولية. وتتألف من ممثلي الدول التي صدقت على نظام روما الأساسي أو انضمت إليه. تم انتخاب الرئيس كوون رئيسًا للجمعية في ديسمبر 2017 لفترة ولاية مدتها ثلاث سنوات.
