Andorra reaffirms its commitment to the Trust Fund for Victims to support survivors of sexual and gender-based violence in the Central African Republic
The Trust Fund for Victims (TFV) at the International Criminal Court (ICC) is pleased to announce the voluntary contribution of EUR 10,000 from the Principality of Andorra this year. This contribution will be used to support survivors of sexual and gender-based violence (SGBV) in the Central African Republic.
Ibrahim Yillah, Vice Chair of the TFV Board of Directors, welcomed the contribution and stated, " We find inspiration in Andorra's unwavering commitment to the Trust Fund for Victims and express our appreciation to the Government of Andorra for its continued financial support this year for survivors of sexual violence, their families and affected communities.”
H.E. Esther Rabasa Grau, Ambassador of the Principality of Andorra to the European Union, the Kingdom of Belgium, the Kingdom of the Netherlands and the Grand Duchy of Luxembourg said, "Andorra acknowledges the important mission of the Trust Fund for Victims in supporting and implementing programmes that address harms resulting from Rome Statute crimes, in particular to support survivors of sexual and gender-based violence. We reaffirm our strong support to survivors of SGBV through the TFV projects in the Central African Republic, which is part of the geographical priorities of Andorra’s development cooperation policy.”
The TFV relies on financial contributions to implement its programmes. Since 2004, the TFV has received voluntary contributions from 52 States Parties and individuals. This year, the TFV has increased contributions from States Parties by 35% from 2022 from at least 24 States Parties. The Principality of Andorra provides annual contributions to the TFV since 2008.
With the voluntary contributions it receives, the TFV is implementing reparations programmes for victims of crimes against humanity and war crimes. In 2023, the International Criminal Court has concluded the first judicial cycle marked by the completion of the TFV reparation programme for victims in the Katanga case. The TFV continues implementing reparations programmes for victims in the cases of Lubanga and Ntaganda (Situation in the Democratic Republic of the Congo) and in the Al Mahdi case (Situation in Mali), while awaiting the reparations order in the Ongwen case (Situation in Uganda).
The TFV has other programmes for the benefit of victims which provide medical treatment, trauma counselling, education, socio-economic support and peacebuilding initiatives. Such programmes are currently being implemented in the situations in Central African Republic (I and II), Côte d’Ivoire, the Democratic Republic of the Congo, Georgia, Kenya, Mali and Uganda.
