Biography
Judge Haykel Ben Mahfoudh is a specialist in international law and was awarded a doctorate by the University of Carthage in 2005. His academic career began in 1996, culminating in a university professorship in 2015, after he passed an advanced professional competitive examination in public law in 2009.
Alongside academic roles, Judge Ben Mahfoudh has held several executive positions. He was Director of the Higher Education Mission of Tunisia in North America (Mission Universitaire de Tunisie en Amérique du Nord) and Director of the Research Centre on International and European Law and Maghreb-Europe Relations (Laboratoire de recherche en droit international et européen et relations Maghreb-Europe). He is also regularly invited to be a visiting professor at overseas universities, including in France, Italy and Lebanon.
His research interests encompass environmental protection in armed conflict, victims’ rights, security sector reform, human rights and democratic transitions in the Arab world.
As an international expert, he has served as senior adviser to organizations such as the Geneva Centre for Security Sector Governance (DCAF), where he was acting head of mission in Tunis. He has also worked with the United Nations Assistance Mission for Iraq (UNAMI) and is an international consultant with International IDEA, contributing to the “Political Dialogue in Yemen” project.
Furthermore, Judge Ben Mahfoudh is a lawyer and has been a member of the Tunis Bar since 1996. He is on the board of directors of the United Nations Association of Tunisia (ATNU).
