Al Shaqaqi, Abdelbari Ayyad Ramadan
Mr Abdelbari Ayyad Ramadan Al Shaqaqi (‘Al Shaqaqi’), Libyan national, born on 5 August 1983.

Allegedly responsible for the war crimes of murder, outrages upon personal dignity, cruel treatment and torture. The crimes were allegedly committed in relation to events in the city of Tarhunah, namely during the operation “Flood of Dignity”. The Al Shaqaqiat tribe, also known as the Kani family, emerged as an influential local power in Tarhunah who controlled the police and local armed forces until around 5 June 2020 when the Kaniayt (a group of seven Al Kani brothers) lost its control over Tarhunah after having taking a role in the fights between the Tripoli based forces of the Government of National Accord and the then Libyan National Army based in Benghazi to which the Kaniyat were affiliated and integrated for a certain period of time.

Charges: Mr Al-Werfalli is alleged to have directly committed and to have ordered the commission of murder as a war crime in the context of seven incidents, involving 33 persons, which took place from on or before 3 June 2016 until on or about 17 July 2017 in Benghazi or surrounding areas, in Libya as well as Murder as a war crime in the context of an eighth incident which took place on 24 January 2018, when Mr. Al-Werfalli allegedly shot dead 10 persons in front of the Bi'at al-Radwan Mosque in Benghazi, Libya.
Daou (‘Al Lahsa’), Nasser Muhammad Muftah

El Hishri, Khaled Mohamed Ali
Khaled Mohamed Ali El Hishri (‘El Hishri’) is alleged to have been a senior official of the armed group Special Deterrence Force (known as SDF/RADA), in charge of the area of Mitiga Prison where women and young children were detained.

Mr El Hishri is accused of 17 counts of crimes against humanity and war crimes, specifically: Torture, cruel treatment, imprisonment, outrages upon personal dignity and other inhumane acts (counts 1-6); Rape, attempted rape and other forms of sexual violence (counts 7-10); Murder and attempted murder (counts 11-12); Enslavement (count 13); and Persecution (counts 14-17).
The crimes were allegedly committed against thousands of individuals who were detained for prolonged periods in Mitiga Prison and/or within the Mitiga Compound during the Charged Period, in Tripoli, Libya, between 1 May 2014 and 30 June 2020, when the Special Deterrence Force or RADA (‘SDF/RADA’) operated the Mitiga Prison.

Sneidel, Saif Suleiman
Saif Suleiman Sneidel, also known as Saif Rabee Al-Agouri or Saif Rabee Al-Jazwi, Libyan national. He is believed to be a member of ‘Group 50’, a sub-group of the Al-Saiqa Brigade commanded by Mahmoud Mustafa Busayf Al-Werfalli, referred to as early as May 2017 as a ‘field commander’ and as early as February 2018 as an officer with the rank of first lieutenant.
