Beina, Edmond
Mr Edmond Beina, also known as “BEINA of Tedoa”, “BEÏNA”, or “BAINA”, a national of the Central African Republic (CAR), aged approximately 35-45 years old, reported to be from Tedoa, CAR.
Arrest warrant issued on 7 December 2018. Unsealed on 7 November 2024.
Allegedly responsible for the crimes against humanity of murder and attempted murder, extermination, deportation or forcible transfer of population, imprisonment or other severe deprivation of physical liberty, rape and attempted rape, and persecution ; and the war crimes of murder and attempted murder, intentional attack against the civilian population, pillaging, rape and attempted rape, displacement of the civilian population, and destruction of the adversary’s property – allegedly committed in Guen, Central African Republic, between at least 1 February to early April 2014.
On 12 September 2025, Pre-trial Chamber II determined that the Central African Republic is willing and able to genuinely investigate and prosecute the case against Mr Beina and that the case against Mr Beina is inadmissible.
Mokom Gawaka, Maxime Jeoffroy Eli

Charges: Directing attacks against the civilian population (as a war crime) murder (as a war crime and a crime against humanity), rape (as a war crime and crime against humanity), directing attacks against buildings dedicated to religion (as a war crime), destruction of property (as a war crime), pillage (as a war crime), deportation and forcible transfer (as a war crime and a crime against humanity), severe deprivation of personal liberty (as a crime against humanity) and persecution (as a crime against humanity). On 17 October 2023, Pre-Trial Chamber II terminated the proceedings in the case following the Prosecution’s notice of withdrawal of the charges against Mr Mokom.

Charges: Crimes against humanity (imprisonment or other severe deprivation of physical liberty, torture, persecution, enforced disappearance and other inhumane acts) and war crimes (torture and cruel treatment) allegedly committed at the Office Central de Répression du Banditisme (Central Office for the Repression of Banditry) and the Comité Extraordinaire pour la Défense des Acquis Démocratiques (Extraordinary Committee for the Defence of Democratic Achievements) detention centres in Bangui, Central African Republic, between at least 12 April 2013 and at least 27 November 2013.
