This seminar brought together 40 high-level participants and external speakers (22 female, 18 male) from 10 South American States Parties to the Rome Statute (Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Paraguay, Peru, Uruguay, Venezuela), as well as representatives of the Inter-American Court of Human Rights. Discussions focused on the concerns that States have with regard to key cooperation matters, including related to witness protection, State cooperation during ICC investigations, national capacity building, voluntary agreements, and implementing legislation. The seminar was made possible thanks to organizational support from Argentina, the Netherlands, and Norway, with funding from the European Commission, the Netherlands and Norway.

The ICC’s High-Level Regional Cooperation Seminars aim to enhance cooperation with the Court by increasing understanding about the ICC’s cooperation regime amongst the invitees; promoting dialogue and efforts towards universality of the Rome Statute; and reinforcing high-level and technical-level contacts and partnerships amongst the Court and key interlocutors. Target audiences include Heads of State, Ministers of Foreign Affairs and Justice, and senior officials in charge of operational issues related to the ICC and/or international judicial assistance in criminal matters.
