High-Level Regional Cooperation Seminar for Asia-Pacific States in Republic of Korea: “The ICC and Asia: the joint quest for justice, accountability and prevention”

​This seminar, the first of its kind organized in Asia-Pacific, brought together 40 high-level participants from 12 countries, including nine States Parties to the Rome Statute (Afghanistan, Cambodia, Japan, Korea (Republic of), Maldives, Mongolia, Philippines, Samoa, Timor-Leste) and three non-States Parties to the Rome Statute (Laos, Nepal, Thailand), and six other organizations, including the Asian-African Legal Consultative Organization (AALCO), the Association of Southeast Asian Nations' (ASEAN) Intergovernmental Commission on Human Rights (AICHR), Coalition for the ICC (CICC), European Union, Parliamentarians for Global Action and UN Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders (UNAFEI). The purpose of the seminar was to highlight the importance of cooperation between the ICC and States, not only for the fulfilment of the mandate of the Court, but also for the success of the Rome Statute system. The need for universal ratification of the Rome Statute, especially amongst Asian countries, and the full implementation of the provisions of the Statute in national legislation were also extensively discussed during the event. The seminar was organized in close cooperation with the Korean Ministry of Foreign Affairs, Ministry of Justice and Supreme Court, and was made possible thanks to funding from the European Commission.

The ICC’s High-Level Regional Cooperation Seminars aim to enhance cooperation with the Court by increasing understanding about the ICC’s cooperation regime amongst the invitees; promoting dialogue and efforts towards universality of the Rome Statute; and reinforcing high-level and technical-level contacts and partnerships amongst the Court and key interlocutors. Target audiences include Heads of State, Ministers of Foreign Affairs and Justice, and senior officials in charge of operational issues related to the ICC and/or international judicial assistance in criminal matters.
