Passing of Felipe Michelini, Chair of the Board of Directors of the Trust Fund for Victims at the International Criminal Court
The Trust Fund for Victims (TFV) at the International Criminal Court (ICC) announces with great sadness the passing of Felipe Michelini, Chair of the Board of Directors, on Sunday, 19 April 2020.
We mourn with deep regret the untimely departure of Felipe Michelini, as we stay behind in shock from the sudden loss of his warmth, engagement and leadership.
Felipe Michelini was first elected to the TFV Board of Directors in 2015. Upon re-election in December 2018, he became the Chair of the Board.
TFV Board members Mama Koité Doumbia, Baroness Arminka Helić, Sheikh Mohamed Belal and Gocha Lordkipanidze are joined in bereavement: "Felipe Michelini's passion was to ensure justice for victims. We recall Felipe's leadership, friendship, skill and commitment to bring about new and strategic thinking for the TFV as a vital pillar of the Rome Statute." TFV Executive Director Pieter de Baan, recalling Mr Michelini's support, guidance and personal warmth, offers condolences to the family on behalf of all staff at the TFV Secretariat.
The President of the Assembly of States Parties, Mr O-Gon Kwon, praised the legacy of Mr Michelini: "The Assembly conveys its heartfelt condolences to his family. Felipe made an indelible contribution to the Rome Statute system, having played a key role in the annual meetings on the ICC organized for Latin American parliamentarians in Montevideo; he was also the main proponent in having Uruguay become the first State in the region to include Rome Statute crimes as part of its national legislation in 2006. His devotion to the global struggle against impunity for atrocity crimes and the protection of human rights led the Assembly to elect him as a member of the Board of Directors of the Trust Fund for Victims in 2015. His invaluable contribution has continued as Chair of the Board since 2018."
Judge Chile Eboe-Osuji, President of the ICC also praised the commitment of Mr Michelini and said, "The depth of Mr Michelini's commitment to all that the ICC stands for was second to none, and it touched all of us at the Court who had the opportunity to work and interact with him. The legacy of his devotion to the cause of justice as well as memories of his warm character will endure with us."
ICC Prosecutor Fatou Bensouda joined in bereavement, "I extend my heartfelt condolences to Mr Michelini's bereaved family for this immeasurable loss. This past Sunday, the field of international criminal justice has lost one of its greatest champions. Many of us have lost a cherished friend and colleague who always impressed by his candid and deep rooted devotion to the plight of victims of human rights violations. He will be sorely missed but his legacy will continue to inspire".
ICC Registrar Peter Lewis echoed the commitment of Mr Michelini towards justice for victims and said, "It was my great privilege and pleasure to have worked with such an exceptional public servant. Felipe's deep personal commitment to the victims of injustice shone through in everything he did and we who worked closely with him have lost a role model as well as a dear friend".
Felipe Michelini fought tirelessly for human rights throughout his life and was a champion for justice for victims. During his time on the TFV Board of Directors, Felipe Michelini spoke of the TFV's goals, noting, "There is no justice without reparations. Justice should not only be realised by ensuring victims' voices are heard and through a conviction, but by providing comprehensive reparations".

El Fondo Fiduciario para las Víctimas (FFV) de la Corte Penal Internacional (CPI) anuncia con gran tristeza el fallecimiento de Felipe Michelini, Presidente de la Consejo de Dirección, el domingo 19 de abril de 2020.
Lamentamos profundamente la partida prematura de Felipe Michelini, mientras nos quedamos en estado de shock por la repentina pérdida de su calidez, compromiso y liderazgo.
Felipe Michelini fue elegido por primera vez al Consejo de Dirección del FFV en 2015. Tras la reelección en diciembre de 2018, se convirtió en el Presidente del Consejo.
Los miembros del Consejo del FFV, Mama Koité Doumbia, Baronesa Arminka Helić, Sheikh Mohamed Belal y Gocha Lordkipanidze, se unen en duelo: "La pasión de Felipe Michelini era garantizar la justicia para víctimas. Recordamos el liderazgo, la amistad, la habilidad y el compromiso de Felipe para lograr innovación y pensamiento estratégico para el FFV como un pilar vital del Estatuto de Roma". El Director Ejecutivo del FFV, Pieter de Baan, recordando el apoyo, la orientación y la calidez personal de Michelini, ofrece sus condolencias a su familia en nombre de todo el personal de la Secretaría del FFV.
El Presidente de la Asamblea de los Estados Partes, el Sr. O-Gon Kwon, elogió el legado del Sr. Michelini: "La Asamblea transmite sus profundas condolencias a su familia. Felipe hizo una contribución indeleble al sistema del Estatuto de Roma, después de haber jugado un papel clave en las reuniones anuales sobre la CPI organizadas para parlamentarios latinoamericanos en Montevideo; también fue el principal proponente de que Uruguay se convirtiera en el primer Estado de la región en incluir los crímenes del Estatuto de Roma como parte de su legislación nacional en 2006. Su devoción a la lucha mundial contra la impunidad por los crímenes atroces y la protección de los derechos humanos llevaron a la Asamblea a elegirlo como miembro del Consejo de Dirección del Fondo Fiduciario para las Víctimas en 2015. Su valiosa contribución ha continuado como Presidente del Consejo desde 2018 ".
El juez Chile Eboe-Osuji, presidente de la CPI, también elogió el compromiso del Sr. Michelini y dijo: "La profundidad del compromiso del Sr. Michelini con todo lo que representa la CPI fue insuperable, y nos tocó a todos en la Corte que tuvimos la oportunidad de trabajar e interactuar con él. El legado de su devoción a la causa de la justicia, así como los recuerdos de su cálido carácter perdurarán con nosotros".
La fiscal de la CPI, la Sra. Fatou Bensouda, se unió en duelo: "Expreso mis más sinceras condolencias a la afligida familia del Sr. Michelini por esta pérdida inconmensurable. El domingo pasado, el campo de la justicia penal internacional ha perdido a uno de sus más grandes campeones. Muchos de nosotros hemos perdido a un querido amigo y colega que siempre impresionó por su sincera y arraigada devoción por la difícil situación de las víctimas de violaciones de derechos humanos. Lo echaremos mucho de menos, pero su legado seguirá inspirando".
El Secretario de la CPI, Peter Lewis, se hizo eco del compromiso del Sr. Michelini hacia la justicia para las víctimas y dijo: "Fue un gran privilegio y un placer haber trabajado con un servidor público tan excepcional. El profundo compromiso personal de Felipe con las víctimas de la injusticia se hizo evidente en todo lo que hizo y nosotros, que trabajamos en estrecha colaboración con él, hemos perdido un modelo a seguir y un querido amigo".
Felipe Michelini luchó incansablemente por los derechos humanos a lo largo de su vida y fue un defensor de la justicia para las víctimas. Durante su tiempo en el Consejo de Dirección del FFV, Felipe Michelini habló de los objetivos del FFV y señaló: "No hay justicia sin reparaciones. La justicia no solo debe realizarse garantizando que se escuche la voz de las víctimas y mediante una condena, sino proporcionando una reparación integral".

ينعي الصندوق الاستئماني للمجني عليهم الخاص بالمحكمة الجنائية الدولية ("الصندوق" أو "الصندوق الاستئماني") بمزيد من الأسى وفاة فيليبي ميشيليني، رئيس مجلس الإدارة يوم الأحد الواقع فيه 19 نيسان – أبريل 2020.
ونشعر بالأسف الشديد على رحيل فيليبي ميشيليني المفاجئ ونبقى مفجوعين من الخسارة المفاجئة لدفئه ومشاركته وحسّه القيادي.
وكان ميشيليني قد انتُخب عضوًا في مجلس إدارة الصندوق الاستئماني للمرة الأولى في العام 2015، وأُعيد انتخابه عضوًا في العام 2018 ثم رئيسًا لمجلس الإدارة.
ويرفع أعضاء مجلس إدارة الصندوق الاستئماني السيّدة ماما كويتي دومبيا والبارونة أرمينكا هيليتش والشيخ محمد بلال والسيّد غوشا لوردكيباندزي، أصواتهم متضامنين في هذه الفاجعة "كان شغف فيليبي ميشليني أن يؤمّن العدالة للمجني عليهم. إننا نتذكّر حسّ فيليبي القيادي وصداقته ومهاراته والتزامه في استحضار تفكير جديد واستراتيجي ضمن الصندوق باعتبار هذا الأخير ركيزة حيوية من نظام روما الأساسي." ويستذكر المدير التنفيذي للصندوق الاستئماني السيّد بيتر دي بان دعم السيد ميشيليني وإرشاده ودفئه الشخصي ويتقدّم بالتعازي الحارة إلى عائلة الفقيد باسم جميع العاملين في الصندوق الاستئماني.
وقد أشاد رئيس جمعية الدول الأطراف السيّد أو– غون كوون بالإرث الذي يتركه السيّد ميشيليني، "تتقدّم الجمعية بأحّر التعازي إلى عائلته. وقد ساهم فيليبي مساهمة راسخة في نظام روما الأساسي إذ لعب دورًا أساسيًا في الاجتماعات السنوية التي نظمتها المحكمة الجنائية الدولية لصالح البرلمانيين من أميركا اللاتينية في مدينة مونتيفيديو، وكان الدافع الأساسي لتصبح أوروغواي أول دولة في المنطقة تضمّن جرائم نظام روما الأساسي في تشريعاتها الوطنية في العام 2006. وقد دفع تفانيه في النضال العالمي ضد الإفلات من العقاب على الجرائم الفظيعة وفي حماية حقوق الإنسان جمعية الدول الأعضاء على انتخابه عضوًا في مجلس إدارة الصندوق الاستئماني للمجني عليهم في العام 2015. وقد تابع مساهمته القيّمة رئيسًا لمجلس الإدارة منذ العام 2018."
وأشاد القاضي شيلي إيبوي أوسوجي، رئيس المحكمة الجنائية الدولية بالتزام السيّد ميشيليني وقال، "إن عمق التزام السيّد ميشيليني كان له أولوية مطلقة ووصل إلى قلوب جميع الذين حالفهم الحظ بالعمل والتواصل معه في المحكمة الجنائية. إن إرث تفانيه لقضية العدالة بالإضافة إلى ذكريات شخصيته الدافئة سيستمّر معنا."
وضمّت المدعية العامة السيدة فاتو بنسودا صوتها قائلة، "أتقدّم من عائلة السيّد ميشيليني المفجوعة بتعازيي القلبية على خسارتهم الكبيرة. وقد خسر ميدان العدالة الجنائية الدولية يوم الأحد المنصرم أحد أكبر المدافعين عنه كما خسر الكثير منا صديقًا عزيزًا وزميلاً لطالما أثّر فينا بتفانيه العميق والصريح لمحنة ضحايا انتهاكات حقوق الإنسان. سنفتقده كثيرًا لكن إرثه سيظّل يُلهمنا."
وكرّر السيّد بيتر لويس، رئيس قلم المحكمة الجنائية الدولية التزام السيّد ميشيليني بتحقيق العدالة للمجني عليهم، "لقد كان لي عظيم الشرف والسرور أن عملت مع هذا الموظف العام الاستثنائي. وسطع التزام فيليبي الشخصي والعميق لضحايا الظلم في كلّ ما قام به ونحن الذين عملنا سويًا بشكل وثيق قد خسرنا قدوة وصديقًا عزيزًا."
لقد ناضل فيليبي ميشيليني بشكل حثيث في الدفاع عن حقوق الإنسان وتحقيق العدالة للمجني عليهم خلال حياته. وتحدّث فيليبي ميشيليني خلال ولايته في مجلس إدارة الصندوق الاستئماني عن أهداف الصندوق الاستئماني وأشار إلى أنه "لا عدالة بدون تعويضات. إن العدالة لا يجب أن تتحقق فقط من خلال ضمان سماع صوت المجني عليهم ومن خلال تحقيق إدانة بل بتقديم تعويضات شاملة."
