Charges: two counts of crimes against humanity allegedly committed in 2011 in Libya. Case against Al-Senussi declared inadmissible before the ICC on 11 October 2013 due to national proceedings in Libya regarding the same crimes. Case also involved charges against Saif Al-Islam Gaddafi and Muammar Gaddafi in warrant issued on 27 June 2011. Case against Muammar Gaddafi was terminated on 22 November 2011, following his passing.
Blé Goudé, Charles
Ivorian national. Arrest warrant: 21 December 2011
Charges: four counts of crimes against humanity: murder, rape and other forms of sexual violence, persecution, and other inhuman acts, allegedly committed during the 2010-2011 post-election violence in Côte d’Ivoire. The Blé Goudé and Gbagbo cases were joined on 11 March 2015.

Commander of the Armed Forces of Libya and holding the title of Leader of the Revolution, and as such, acting as the Libyan Head of State, at time of the warrant. Case terminated on 22 November 2011, following his death. Arrest warrant: 27 June 2011

Charges: 4 crimes against humanity: imprisonment, torture, persecution, and other inhumane acts allegedly committed in Libya from 15 February 2011 until 24 August 2011; and 3 war crimes: torture, cruel treatment and outrages upon personal dignity allegedly committed in Libya from at least early March 2011 to 24 August 2011.
Lukwiya, Raska
Deputy Army Commander of the Lord’s Resistance Army (LRA), at time of warrant. Arrest warrant: 8 July 2005
Charges: one crime against humanity and three war crimes allegedly committed after 1 July 2002 in northern Uganda. Case against him terminated on 11 July 2007, following his passing. Case also involved Joseph Kony, Vincent Otti and Okot Odhiambo. Proceedings against Okot Odhiambo were also terminated due to his passing.

Charges: Directing attacks against the civilian population (as a war crime) murder (as a war crime and a crime against humanity), rape (as a war crime and crime against humanity), directing attacks against buildings dedicated to religion (as a war crime), destruction of property (as a war crime), pillage (as a war crime), deportation and forcible transfer (as a war crime and a crime against humanity), severe deprivation of personal liberty (as a crime against humanity) and persecution (as a crime against humanity). On 17 October 2023, Pre-Trial Chamber II terminated the proceedings in the case following the Prosecution’s notice of withdrawal of the charges against Mr Mokom.

Proceedings against Raska Lukwiya and Vincent Otti were also terminated due to their passing.
