ICC Registrar concludes official visit to Panama to discuss strengthened cooperation
The Registrar of the International Criminal Court ("ICC" or "the Court") Peter Lewis was on an official visit to Panama on 11 and 12 April 2019, to discuss strengthened cooperation with the Government and other stakeholders in the country.
"We are very grateful for Panama's collaboration throughout the years. Dialogue and collaboration are essential to realising the Rome Statute's goal of ensuring justice for the gravest crimes," said ICC Registrar Peter Lewis. "During our meetings, the authorities of Panama reaffirmed their commitment to the fight against impunity, their strong support to the work and mandate of the Court and their engagement to continue cooperating with the ICC especially in the realm of voluntary agreements. Justice is a joint responsibility and, to that end, cooperation is key."
In Panama City, the Registrar met with high-level representatives from the Government, including with the Vice President of the Republic and Minister of Foreign Affairs of Panama, H.E. Isabel de Saint Malo de Alvarado, the Secretary General of the Attorney General Office, Dr. Rolando Rodriguez Cedeno, the Supreme Court judge Harry Diaz, the Superior tribunal of appeals judge Greta Marchosky, and Panama's Ombudsman Dr Alfredo Castillero Hoyos. The Registrar also met with the United Nations' Resident Coordinator Mr Harold Robinson to discuss possible synergies.
As a judicial institution, the ICC does not have its own police force or enforcement body; thus, it relies on cooperation with countries worldwide for support, particularly for making arrests, transferring arrested persons to the ICC detention centre in The Hague, freezing suspects' assets, and enforcing sentences.
The Registrar's mission to Panama forms part of broader efforts to enhance understanding and cooperation in all regions. It was facilitated in collaboration with the Government of Panama and the financial support from the European Commission.

El Secretario de la Corte Penal Internacional ("CPI" o "la Corte") Peter Lewis realizó una visita oficial a Panamá entre el 11 y el 12 de abril de 2019, para discutir el fortalecimiento de la cooperación con el Gobierno y otros sectores de interés en el país.
"Estamos muy agradecidos por la colaboración de Panamá a lo largo de los años. El diálogo y la colaboración son esenciales para alcanzar la meta del Estatuto de Roma de brindar justicia por la comisión de los crímenes más graves", dijo el Secretario de la CPI Peter Lewis. "Durante nuestras reuniones, las autoridades de Panamá reafirmaron su compromiso con la lucha contra la impunidad, su firme apoyo al trabajo y mandato de la Corte y su dedicación a continuar cooperando con la Corte, especialmente en el ámbito de los acuerdos voluntarios. La justicia es una responsabilidad conjunta y, en este sentido, la cooperación es clave".
En la Ciudad de Panamá, el Secretario se reunió con representantes de alto nivel del Gobierno, incluyendo la Vicepresidenta de la República y Ministra de Relaciones Exteriores de Panamá, S.E. Isabel de Saint Malo de Alvarado, el Secretario General del Ministerio Público, Dr. Rolando Rodríguez Cedeño, el magistrado de la Corte Suprema de Justicia, Harry Díaz, la Magistrada Superior de Apelaciones, Greta Marchosky, y el Defensor del Pueblo Dr. Alfredo Castillero Hoyos. El Secretario también se reunió con el Coordinador Residente del Sistema de Naciones Unidas en Panamá, el Sr. Harold Robinson, para discutir posibles sinergias.
Como institución judicial, la CPI no tiene su propio cuerpo policial o de ejecución. En consecuencia, la Corte depende del apoyo y cooperación de países alrededor del mundo, en particular para arrestar y trasladar detenidos al centro de detención de la CPI en La Haya, congelar bienes de los sospechosos y ejecutar sentencias.
La misión del Secretario a Panamá forma parte de esfuerzos más amplios para aumentar el entendimiento y la cooperación en todas las regiones. La misión fue facilitada en colaboración con el Gobierno de Panamá y el apoyo financiero de la Comisión Europea.
