Assembly of States Parties concludes its twentieth session
The Assembly of States Parties to the Rome Statute of the International Criminal Court ("the Assembly") held its twentieth session from 6 to 10 December 2021 at the World Forum Convention Center in The Hague. The Assembly was attended by States Parties, observer States, international and regional organizations and representatives of civil society.
The session was chaired by the President of the Assembly, H.E. Ms. Silvia Fernández de Gurmendi. In closing the session, the President stated: "it is quite fitting that we can then conclude our final meeting of an extremely productive session on the 10th of December, when the world commemorates that landmark day when the United Nations General Assembly adopted in 1948 the Universal Declaration of Human Rights at the Palais de Chaillot. This week the 123 States Parties to the Rome Statute system have once more reaffirmed their commitment to continue to defend those same human rights from egregious violations."
The Assembly elected two Deputy Prosecutors: Ms. Nazhat Shameen Khan (Fiji) and Mr. Mame Mandiaye Niang (Senegal), for a nine-year term commencing on the day of their solemn undertaking.
The Assembly also elected nine members of the Advisory Committee on nominations of judges for a three-year term: Mr. Dennis Dominic Adjei (Ghana), Mr. Julian Fernandez (France), Ms. Lucy Muthoni Kambuni (Kenya), Ms. Milica Kolaković-Bojović (Serbia), Mr. Erkki Kourula (Finland), Ms. Sanji Mmasenono Monageng (Botswana), Mr. Mauro Politi (Italy), Mr. Eduardo Rodríguez Veltzé (Bolivia), and Mr. Sang-Hyun Song (Republic of Korea).
The Assembly elected further five members of the Board of Directors of the Trust Fund of Victims for a term of three years: Mr. Sheikh Mohammed Belal (Bangladesh), Mr. Kevin Kelly (Ireland), Mr. Andres Parmas (Estonia), Ms. Minerva Josefina Tarávez Mirabal (Dominican Republic), and Mr. Ibrahim Sorie Yillah (Sierra Leone).
The Assembly held its General debate, which was enriched by the participation of some ministers, international organizations and representatives of civil society. The Assembly held two thematic plenary sessions: one on cooperation and one on the Review of the International Criminal Court and the Rome Statute system. Numerous side events, including many organized by civil society, were also held during the session virtually.
The Assembly adopted five resolutions by consensus on: the programme budget for 2022, cooperation, the Review of the International Criminal Court and the Rome Statute system, the outcome of the work of the Study Group on Governance on recommendations of the Group of Independent Experts, and strengthening the International Criminal Court and the Assembly of States Parties. The Assembly adopted the 2022 programme budget of the Court totalling €154,855,000 and a staffing level of 976.
The twenty-first session of the Assembly will be held from 5 to 10 December 2022 in The Hague.

La Asamblea de los Estados Partes del Estatuto de Roma de la Corte Penal Internacional ("la Asamblea") celebró su vigésimo período de sesiones del 6 al 10 de diciembre de 2021 en el Centro de Convenciones del World Forum en La Haya. A la Asamblea asistieron Estados Partes, Estados observadores, organizaciones internacionales y regionales y representantes de la sociedad civil.
La sesión estuvo presidida por la Presidenta de la Asamblea, Excma. Sra. Silvia Fernández de Gurmendi. Al cerrar la sesión, la Presidenta declaró: "es muy apropiado que podamos concluir nuestra reunión final de una sesión extremadamente productiva el 10 de diciembre, cuando el mundo conmemora ese día histórico en el que la Asamblea General de las Naciones Unidas adoptó en 1948 la Declaración Universal de Derechos Humanos en el Palais de Chaillot. Esta semana, los 123 Estados Partes del sistema del Estatuto de Roma han reafirmado una vez más su compromiso de continuar defendiendo esos mismos derechos humanos de violaciones atroces".
La Asamblea eligió a dos Fiscales Adjuntos: la Sra. Nazhat Shameen Khan (Fiji) y el Sr. Mame Mandiaye Niang (Senegal), por un período de nueve años a partir del día de su solemne compromiso.

عقدت جمعية الدول الأطراف في نظام روما الأساسي للمحكمة الجنائية الدولية ("الجمعية") دورتها العشرين في الفترة من 6 إلى 10 كانون الأول/ديسمبر 2021، في مركز المؤتمرات التابع للمنتدى العالمي في مدينة لاهاي. وحضرت الجمعية الدول الأطراف، والدول المراقبة، والمنظمات الدولية والإقليمية، وممثلو المجتمع المدني.
و ترأست الدورة رئيسة الجمعية، سعادة السيدة سيلفيا فرنانديز دي غورمندي. وذكرت الرئيسة في ختام الجلسة، "أنه من المناسب حقًا أن نختتم اجتماعنا الأخير في أعمال هذه الدورة المثمرة للغاية في هذا اليوم الواقع فيه العاشر من كانون الأول / ديسمبر وهو يوم يحتفل فيه العالم باليوم المشهود في قصر شايو من العام 1948 حيث اعتمدت الجمعية العمومية الإعلان العالمي لحقوق الإنسان. وأعادت 123 دولة طرف في نظام روما الأساسي في هذا اليوم تأكيد التزامها مرة أخرى بالدفاع عن حقوق الإنسان عينها من الانتهاكات الجسيمة."
وانتخبت الجمعية نائبين للمدعي العام للمحكمة الجنائية الدولية وهما: السيدة نزهات شامين خان (فيجي) والسيد مامي ماندياي نيانغ (السنغال( لولاية مدتها تسع سنوات تبدأ في يوم تعهدهم الرسمي.
وانتخبت الجمعية أيضًا تسعة أعضاء في اللجنة الاستشارية المعنية بترشيح القضاة لولاية مدتها ثلاث سنوات وهم: السيد دينيس دومينيك أدجي (غانا)، والسيد جوليان فرنانديز (فرنسا)، والسيدة لوسي موثوني كامبوني (كينيا)، والسيدة ميليتشا كوالكوفيتش – بويوفيتش (صربيا)، والسيد إيركي كورولا (فنلندا)، والسيدة سانجي ماسينونو موناجينغ (بوتسوانا)، والسيد ماورو بوليتي (إيطاليا)، والسيد إدواردو رودريغيز فيلتزي (بوليفيا) والسيد سونغ سانغ- هيون (جمهورية كوريا).
وانتخبت الجمعية أيضًا خمسة أعضاء في مجلس إدارة الصندوق الاستئماني للضحايا لولاية مدتها ثلاث سنوات وهم: السيد بلال شيخ محمد (بنغلاديش(، والسيد كيفين كيلي (إيرلندا)، والسيد أندريس ابرماس (أستونيا)، والسيدة مينيرفا جوزيفينا (مينو) تافاريز ميرابال (الجمهورية الدومينيكية) والسيد إبراهيم سوري يلا (سيراليون(.
وعقدت الجمعية مناقشتها العامة، التي أثريت بحضور بعض الوزراء، والمنظمات الدولية، وممثلي المجتمع المدني. وعقدت الجمعية دورتين عامتين موضوعيتين بشأن التعاون واستعراض نظام المحكمة الجنائية الدولية ونظام روما الأساسي. وأجريت أثناء الدورة أحداث جانبية عديدة افتراضية، منها فعاليات قام المجتمع المدني بتنظيمها.
