The Bureau recommends Mr. O-Gon Kwon (Republic of Korea) for President of the Assembly for the next triennium
On 5 July 2017, the Bureau of the Assembly of States Parties decided to recommend that Mr. O-Gon Kwon be elected President of the Assembly of States Parties for the seventeenth to nineteenth sessions of the Assembly. The election will be held during the sixteenth session, scheduled to be held from 4 to 14 December 2017. Mr. Kwon will take office at the end of the sixteenth session.
Mr. Kwon has vast experience in law at both the national and international levels. At the national level, his experience includes the post of judge for 22 years and several senior positions in the government of the Republic of Korea.
At the international level, he was a permanent judge of the International Tribunal for the former Yugoslavia from 2001 to 2016, where he also served as Vice-President of that tribunal from 2008 to 2011. He presided over the case of Radovan Karadžić and sat on the trials of Slobodan Milošević and of Popović and others. He was involved in a number of pre-trial proceedings, contempt trials and sentencing judgments. Further, he was a member of the Referral Bench, which determined whether certain cases pending before the Tribunal were suitable to be referred for trial in the national courts of a State, and also served as a member of the Independent Panel on the International Criminal Court Judicial Election of the Coalition for the International Criminal Court from 2010 to 2012.
Mr. O-Gon Kwon is the holder of an LL.B degree from Seoul National University College of Law and of two LL.M degrees, from the Graduate School of Seoul National University and from Harvard Law School, respectively.
El día 5 de julio de 2017, la Mesa de la Asamblea de los Estados Partes decidió recomendar que el Sr. O-Gon Kwon fuera elegido Presidente de la Asamblea de los Estados Partes desde el decimoséptimo hasta el decimonoveno período de sesiones de la Asamblea. La elección tendrá lugar durante el decimosexto período de sesiones, que se celebrará del 4 al 14 de diciembre de 2017. El Sr. Kwon asumiría sus funciones al finalizar el decimosexto período de sesiones.
El Sr. Kwon cuenta con una dilatada experiencia en derecho, tanto en el plano nacional como en el internacional. En el plano nacional, entre otros cargos ocupó el de juez durante 22 años, así como varios altos cargos en el gobierno de la República de Corea.
En el plano internacional, el Sr. Kwon trabajó como magistrado permanente del Tribunal Penal Internacional para la ex Yugoslavia entre 2001 y 2016; también fue Vicepresidente de ese tribunal entre 2008 y 2011. Presidió el juicio en la causa de Radovan Karadžić y participó en los juicios de Slobodan Milošević, de Popović y de otros. También participó en varias actuaciones preliminares, causas por desacato y sentencias de imposición de penas. Asimismo, fue miembro de la Sección de Remisión, que decidía si determinadas causas pendientes ante el Tribunal podían ser remitidas a los tribunales nacionales de un Estado para su juicio. Fue asimismo miembro del Panel Independiente de la Elección Judicial de la Corte Penal Internacional de la Coalición por la Corte Penal Internacional de 2010 a 2012.
El Sr. O-Gon Kwon es licenciado en derecho por la Facultad de Derecho de la Universidad Nacional de Seúl y tiene sendos títulos de Máster, de la Escuela de Postgrado de la Universidad Nacional de Seúl y de la Facultad de Derecho de Harvard, respectivamente.
