Dr. Vladimir Tochilovsky is a Trial Attorney, currently a lead prosecution counsel in the ICTY-OTP, which he joined in 1994. For more than 18 years he worked as a District Attorney and Regional Deputy Procurator in the Ukraine. He supervised attorneys, directed complex prosecutions and prosecuted complex criminal cases in district courts and in the High Court of the Region.  

As the Deputy Procurator of the Region, he supervised district attorneys and participated ex officio in the review of judgements by the Court of Appeals of the Region. He has a Ph.D. in prosecution and criminal procedure from Taras Shevchenko National University, Kiev, and has authored numerous publications on international criminal justice and criminal procedure.  

He has taught as an adjunct professor at Mechnikov National University (Odessa). He participated in the early stages of the development of the ICC, both as an official representative of the ICTY to the Preparatory Committee for the Establishment of an ICC and the Preparatory Commission for the ICC, and as an expert who was consulted by the ICC Office of the Prosecutor start-up team on several topics.
