Vice-Minister Perfetti is an economist from Medellín University, and has a Master of Science in Economics from Andes University, a PhD in economics from Sussex University and a Master of Science in Public Policy in Latin American Countries from Oxford University. He has served as Presidential Adviser for Social Policy and has held official posts at the Colombian Central Bank, the Ministry of Labour and Social Security, and the National Planning Department. Between 2000 and 2005, he was the Director of the Centre for Regional Studies, Coffee and Business. Before being appointed as Vice-Minister of Education, he was the Executive Director of the Manuel Mejía Foundation of the National Federation of Coffee Growers. He has published extensively on a wide range of economic and social issues, including education.
