ICC Registry mission to Costa Rica
Technical Event to Enhance Cooperation |

From 22 until 24 July 2019, a delegation of the Registry of the International Criminal Court (ICC) conducted a mission to Costa Rica where it met with the national authorities, international and regional organisations and law professionals and students. During its meetings with the governmental institutions, the Registry discussed the implementing legislation and general modalities of cooperation under Part 9 of the Rome Statute. It also discussed the possibility of signing various voluntary cooperation agreements between the ICC and Costa Rica and the importance of the gender and geographical representation from the GRULAC region.
On 22 July 2019, the delegation met with the Registrar of the Inter-American Court of Human Rights, Mr Pablo Saavedra Alessandri with whom it discussed the implementation of the Memorandum of Understanding between the two institutions and other areas of joint interest.
During its mission the delegation had fruitful discussions with the representatives of the European Union delegation, the United Nations Resident Coordinator in Costa Rica and the Latin American Institute of United Nations for the Prevention of Crime and the Treatment of Criminals in order to identify possible synergies.
On the last day of its visit, the Registry also met with the representatives of the Bar Association, the Association of Costa Rica of the International Law and the law students with objectives to enhance the visibility of the ICC in the country and to encourage their nationals to apply to the internship and visiting professionals program of the ICC.
The mission took place with the financial support of the European Commission.
ICC technical events focus on enhancing cooperation at operational levels amongst senior legal officials and other experts in Ministries of Foreign Affairs, Ministries of Justice, Ministries of Interior, as well as regional and international organisations, so as to allow the Court to carry out its mandate in an efficient and effective manner. In this regard, the Court’s technical events are specific in nature, focusing in particular on technical issues such as victim and witness protection, cooperation agreements, investigations, freezing of assets, arrest and surrender, enforcement of sentences, implementing legislation, ratification of the Rome Statute, strategies and policies, and the role of national experts in international criminal justice matters.
