The Prosecutor of the International Criminal Court, Mr Karim A. A. Khan QC, commences official visits to Colombia and Venezuela
From Monday, 25 October to 3 November 2021, the Prosecutor of the International Criminal Court ("ICC" or "the Court"), Mr Karim A.A. Khan QC, will undertake a 10-day mission to Latin America, which will include official visits to the Republic of Colombia and the Bolivarian Republic of Venezuela. The mission to the region builds upon the productive meetings the Prosecutor has already held, both in-person and virtually, with multiple stakeholders in relation to both situations.
During the official visits, Prosecutor Khan and his delegation will hold meetings with different stakeholders including high-level meetings with the authorities, the judiciary, representatives of the diplomatic corps as well as civil society and non-governmental organisations.
These visits reflect Prosecutor Khan's commitment to increase direct engagement with the region, and to explore avenues for cooperation in line with the principle of complementarity.
"I am convinced that further engagement and cooperation with States Parties will enhance the functioning of the Rome Statute regime, in line with the principle of complementarity. Communication is essential to explain the mandate of the Office of the Prosecutor and of the ICC and to build trust with relevant stakeholders. I look forward to listening and learning on this, my first trip as ICC Prosecutor to the region," stated the Prosecutor.

The Office of the Prosecutor of the ICC conducts independent and impartial preliminary examinations, investigations and prosecutions of the crime of genocide, crimes against humanity, war crimes and the crime of aggression. Since 2003, the Office has been conducting investigations in multiple situations within the ICC's jurisdiction, namely in Uganda; the Democratic Republic of the Congo; Darfur, Sudan; the Central African Republic (two distinct situations); Kenya; Libya; Côte d'Ivoire; Mali; Georgia, Burundi; Bangladesh/Myanmar, Afghanistan (pending judicial authorization to resume investigation following initial article 18 deferral request) Palestine and the Philippines. The Office is also currently conducting preliminary examinations relating to the situations in Bolivia; Colombia; Guinea; Venezuela I and Venezuela II; and has completed its preliminary examinations of the situations in Ukraine and Nigeria, which are pending requests to seek authorisation to proceed to investigation.
Entre el lunes 25 de octubre y el 3 de noviembre de 2021 el Fiscal de la Corte Penal Internacional ("CPI" o "la Corte"), Sr. Karim A.A. Khan QC, realizará una misión de diez días a América Latina que incluirá visitas oficiales a la República de Colombia y la República Bolivariana de Venezuela. La misión a la región parte de las reuniones productivas que el Fiscal ya ha celebrado, tanto en persona como virtualmente, con diversos interesados en relación con las dos situaciones.
Durante las visitas oficiales el Fiscal Khan y su delegación celebrarán reuniones con distintos interesados, en particular reuniones de alto nivel con las autoridades, el poder judicial y representantes del cuerpo diplomático, así como con organizaciones de la sociedad civil y no gubernamentales.
Estas visitas reflejan la voluntad del Fiscal Khan de intensificar las relaciones directas con la región y explorar vías de cooperación en consonancia con el principio de complementariedad.
"Estoy convencido de que el estrechamiento de las relaciones y la cooperación con los Estados Partes mejorará el funcionamiento del régimen del Estatuto de Roma en consonancia con el principio de complementariedad. La comunicación es esencial para explicar el mandato de la Fiscalía y de la CPI y fomentar la confianza de las partes interesadas. Aguardo con interés la oportunidad de escuchar y de aprender de este mi primer viaje a la región como Fiscal de la CPI", afirmó el Fiscal.

La Fiscalía de la CPI lleva a cabo exámenes preliminares, investigaciones y enjuiciamientos independientes e imparciales de los crímenes de genocidio, crímenes de lesa humanidad, crímenes de guerra y el crimen de agresión. Desde 2003 realiza investigaciones en varias situaciones que son de la competencia de la CPI, como en Uganda, la República Democrática del Congo, Darfur (Sudán), la República Centroafricana (dos situaciones distintas), Kenya, Libia, Côte d'Ivoire, Malí, Georgia, Burundi, Bangladesh/Myanmar, el Afganistán (en espera de autorización judicial para reanudar la investigación tras una solicitud inicial de suspensión de conformidad con el artículo 18), Palestina y Filipinas. La Fiscalía también lleva a cabo actualmente exámenes preliminares en relación con las situaciones en Bolivia, Colombia, Guinea y Venezuela (I y II), y ha ultimado sus exámenes preliminares de las situaciones en Ucrania y Nigeria, que están pendientes de la solicitud de autorización para proceder a la investigación.
