Policy paper

The policy paper encapsulates central strategic and policy issues facing the Office as it commences operations, such as its complementarity strategy and the question of which categories of perpetrators should be the object of investigations by the Office.

The paper furthermore highlights the tasks to be performed by the Office as a matter of priority and sets out an institutional framework capable of ensuring the proper exercise of the Office’s mandate and functions.

The policy and organisation of the Office of the Prosecutor as set out in the paper have been designed taking into account the specific nature of the International Criminal Court as the first permanent institution of international criminal justice and the Office as the first permanent international prosecution service. They also take into account the logistical and resource constraints that will necessarily limit the practical scope of action of the Court.

The Chief Prosecutor wishes to make the ideas and considerations put forward with this paper the object of an open and fruitful debate so as to benefit from the views expressed and to create widespread agreement and understanding for the Office’s overall policy and strategy.
