Special call – Internship with the Field Strategic Coordination and Planning Unit

Period: 1st August 2012 – 30 March 2013

The Field Strategic Coordination and Planning Unit is seeking a candidate for an internship of 6 months. During the internship, the following tasks are to be fulfilled:

a) contribute to regular briefing papers and analysis on relevant political and judicial developments in the countries of situation as well as on the views, perception and impact of the ICC in these countries;

b) conduct open source research on situation countries and on topics of relevance to the Court such as completion strategies of international criminal tribunals;

c) assist in maintaining a database containing field lessons learned and good practices;

d) assist in the organisation of seminars, workshops, expert meetings on various issues related to field operations. Draft minutes of meetings.

The Registry plays a pivotal role in the Court’s functioning and is responsible for non-judicial aspects of the administration and servicing of the Court. It ensures, inter alia, the provision of information to the media and the public, administering the legal aid system of assigning Defence Counsel to indigent accused, supervising the Detention Unit, managing the Courtrooms, maintaining diplomatic contacts with States and their representatives, organizing and supervising the work of the Victims Participation and Reparation Unit, and that of the Victims and Witnesses Unit, negotiating issues related to  privileges and immunities as well as agreements on cooperation with States Parties (such as enforcement of sentences and relocation of witnesses). In addition, the Registry provides common services to the Presidency and the Office of the Prosecutor involving information and communication technology, public information, procurement, human resources, and so forth.

The duties of Registry interns include conducting legal research (on matters of international administrative law, humanitarian law, public international law, private international law, criminal law), drafting of speeches, reports, documents, correspondence, minutes to various meetings, assisting in negotiations, assisting in the organisation, preparation and support of internal meetings, committees and in other specific projects as requested.


Budget and Finance Section Archiving Project

Since the start of the International Criminal Court in 2002, there has not been any system in place, to archive all financially relevant documents. This means that supplier invoices, trip-receipts, contribution letters and contribution invoices, trip Third Party invoices, Service Entry Sheets, contracts and many more documents are archived hard-copy, but not in PDF-form in a system database. This causes a lot of extra work to many people as well as a concern of ensuring we meet all the conditions of the International Criminal Court’s Financial Regulations and Rules.

We need to improve how we capture, manage, retain and deliver documents to the right place at the right time via the right method, reducing costs and increasing productivity and transparency. We need to reduce risk and increase productivity and transparency with an archiving solution that enables the Court to analyse, create design, deploy and maintain documents. The goal will be to ensure that documents can be accessed faster and easier through a system that allows analysis and reporting.

Objectives are to ensure compliance with legal and financial regulations, improve the staff productivity, to build a platform for management of all documents and communications with the Section Budget & Finance of the Court.

We are looking for interns that can provide the following: 

  1. Design an archiving structure in line with the organization structure of the Court
  2. Implement this structure with support of ICT Section in our TRIM-system
  3. Ensure capturing the documents from 2002 onwards
  4. Make a plan of approach on the design and capturing of documents
  5. Ensure the new documents will be captured in the normal day to day processes of the Court as soon as possible
  6. Ensure that all design is in compliancy with the Financial Regulations and Rules

Strategic Planning Coordinator

The separate descriptions provided under the link for each of the Office’s Divisions and Sections serve to help the candidate identify Divisions or Sections offering placements matching their academic or professional background and interests and to which they may wish to be attached during their placement (candidates may list up to three preferences on their application form)

The required qualifications, skills and experience sought by each of the participating Divisions and Sections are relevant to both Internship and Visiting Professional applicants.  Since tasks and projects assigned to Visiting Professionals are usually adapted to reflect the expertise and interests of the applicant, the examples of typical tasks assigned to participants are provided for Interns only.

The strategic planning coordinator works for the court as a whole to further develop and facilitate the implementation of the ICC strategic plan. This requires a coordinated approach across the different organs and levels of the Court. The Strategic Planning Coordinator assists designated senior managers who are responsible for managing these processes. In addition, the Strategic Planning Coordinator works to support the development and implementation of Court-wide planning cycles as well as the development at all levels of strategic and operations plans that facilitate the work of the Court as a whole or are of importance to the Court generally.

Interns play a key role enabling the Coordinator to deal with a wider array of issues of concern to the Court as a whole and the individual elements that make up the Court.

Tasks typically assigned to Interns working with the Strategic Planning Coordinator may include:

  • Working on ongoing projects/ project planning and management
  • Assisting in the development and implementation of the strategic planning cycle
  • Research and participation in developing or enhancing relevant policies, procedures and planning cycles
  • Developing improved key performance indicators
  • Supporting development and implementation of a Risk Management system
  • Supporting new initiative undertaken by the Strategic Planning Coordinator
  • Preparing for inter-organ coordination meetings
  • Accurately recording of meetings and follow up of decisions taken
  • Coordinating with units from around the Court in relation to the work of the office.
  • Any other work as requested

In addition to fulfilling the general eligibility requirements of the ICC internship programme, the successful candidate should be pursuing or have a degree in business or public administration, management, strategic planning, project management or other relevant field(s). Has good writing skills, is self- motivated, creative and analytical. Relevant experience is considered an asset.

Languages 

Competency in English is essential; working knowledge of French, the other official language of the Court, is considered an asset.

Opportunities for Visiting Professionals with the Strategic Planning Coordinator

The ICC Strategic Planning Coordinator invites applications for visiting professional(s) to work with the Court for a three to six month period on one of the following:

  • The development of productivity and other performance indicators.
  • The development and implementation of a mature risk management system
  • Review and if needed, enhancement of the ICC’s policy framework

In addition to fulfilling the general eligibility requirements of the ICC visiting professionals programme, the successful candidate should have a degree in public administration, management, human resources, or another relevant field. Specialisation in this field and experience with international and/or (international) judicial institutions are considered an asset. Candidates should be fluent in English. Knowledge of French a plus.

The Strategic Planning Coordinator works for the court as a whole to further develop and facilitate the implementation of the ICC strategic plan. This requires a coordinated approach across the different organs and levels of the Court. The Strategic Planning Coordinator assists the responsible designated senior managers to manage these processes. In addition, the Strategic Planning Coordinator works to support the development and implementation of Court-wide planning cycles. S/he similarly supports the development of strategic plans and operations plans at organ, division or section levels that facilitate the work of the Court as a whole or are of importance to the Court generally. Included in this is support to the Court’s strategic efforts to become a model public institution respecting the public trust by achieving the desired results with a minimum of resources.

The incumbent, performing his or her duties under the supervision of and in cooperation with the Strategic Planning Coordinator, will play a key role in furthering the work of the Strategic Planning Coordinator and enabling the office to deal with a wider array of issues of concern to the Court as a whole and the individual elements that make up the Court.
