Assembly of States Parties (ASP)
The Assembly of States Parties (ASP) is the management oversight and legislative body of the International Criminal Court.
It is composed of representatives of the States that have ratified and acceded to the Rome Statute. The Assembly of States Parties decides on various items, such as the adoption of normative texts and of the budget, the election of the judges and of the Prosecutor and the Deputy Prosecutor. The Secretariat of the Assembly is based in The Hague.
The Bureau of the Assembly consists of a President, two Vice-Presidents and 18 members elected by the Assembly for three-year terms. The current Bureau assumed its functions at the beginning of the tenth session of the Assembly, on 12 December 2011, and is composed as follows:

Mr. Ken Kanda (Ghana)
In Resolution ICC-ASP/6/20, the Assembly decided to establish an Oversight Committee (see below) of States Parties as a subsidiary body of the Assembly to provide strategic oversight for the project.
The International Criminal Court
The International Criminal Court (ICC), governed by the Rome Statute, is the first permanent, treaty based, international criminal court established to help end impunity for the perpetrators of the most serious crimes of concern to the international community.
The ICC is an independent international organisation, and is not part of the United Nations system. Its seat is at The Hague in The Netherlands. Although the Court’s expenses are funded primarily by States Parties, it also receives voluntary contributions from governments, international organisations, individuals, corporations and other entities.
In December 2007 the Assembly of States Parties decided that the ICC should be provided with newly built permanent premises. Its current, interim premises are provided by the host State of The Netherlands free of charge till 1 the end of 2012.
As a permanent judicial institution, the ICC requires functional permanent premises to enable the Court to discharge its duties effectively and to reflect the significance of the Court in the fight against impunity.
Oversight Committee
The Oversight Committee is a body consisting of 10 States Parties, with at least one member from each regional group.
Currently it is comprised of representatives of the following State Parties:

Group of Latin American and Caribbean States
- Argentina

Western European and Other States

The mandate of the Oversight Committee is to provide a standing body to act on behalf of the Assembly in the construction of the permanent premises of the International Criminal Court. The role of the Oversight Committee is strategic oversight, with the routine management of the project resting with the Project Director, Neil Bradley.
The Oversight Committee provides overall monitoring and oversight of the project to ensure that project objectives are achieved within budget, and that risks and issues are identified and managed; it prepares information, recommendations and draft resolutions for decision by the Assembly. The Oversight Committee is supported by the ASP Secretariat from The Hague.
The Chair of the Oversight Committee is presently Mr. Roberto Bellelli (Italy).
ASP Independent Experts
The independent experts are appointed by the ASP to advise the Oversight Committee on an ad hoc basis, and are Mr. Ken Jeavons and Mr. Pierre Gilliot. In the previous years of the project, the independent experts were members of the Expert Group for the project.
Committee on Budget and Finance
The Committee on Budget and Finance, composed of 12 members elected by the Assembly, is responsible for the technical examination of any document submitted to the Assembly that contains financial or budgetary implications or any other matter of a financial, budgetary or administrative nature, as may be entrusted to it by the Assembly of States Parties. The members of the Committee are experts of recognized standing and experience in financial matters at the international level from States Parties.
Permanent Premises Project Team
The Permanent Premises Project Team is an office of the Registry that operates under the full authority of the Assembly of States Parties. The Office reports both to the Registrar and directly to the Assembly through the Oversight Committee. It is mandated with ensuring that the permanent premises of the Court are built on time, within cost and to specifications and quality. The Project Director (Mr. Neil Bradley) has end responsibility for the overall management of the project and is responsible for meeting the project’s goals, timelines and cost and quality requirements.

Host State
Host State involvement is one of the pre-conditions for a successful Permanent Premises Project.
The host State team for this project consists of the Ministry of Foreign Affairs, the Government Buildings Agency (RgD) and the Municipality of The Hague. The Ministry of Foreign Affairs has the final responsibility for the host State sub projects in terms of all the project management aspects. Throughout the complete project the host State contributes with influence on political level and acts as an advisor where possible.
The host State is responsible for the preparation of the urban surroundings of the building site to fit the use as permanent premises of the ICC. In practice the Municipality will take the responsibility of design and execution of the appropriate plans for the surroundings (e.g. traffic, security, landscape, etc.) in the area immediately outside of the perimeter of the new permanent premises.
The responsibility for financing of the loan and delivering of the construction site are the key activities of the host State. The three sub-projects of host State involvement:
The demolition project – Preparing a building site ready for use as agreed between the ICC and the Host State.
The urban planning of the site and public space. Initially via a zoning plan which governs the parameters of the Permanent Premises design which then reflects the urban surroundings of the site, embedding the new permanent premises in the City of The Hague in an optimal way.
Permit Procedure – Assessing and issuing the detailed permits in liaison with the relevant sections of the Municipality and other parties such as the Brandweer (Fire Service) etc to enable the constructing the permanent premises.
Design Team
Architect – schmidt hammer lassen

Among numerous projects, schmidt hammer lassen architects has designed the prestigious extension to the Royal Library in Copenhagen, Aberdeen University Library in Scotland, United Kingdom, Hörsaalzentrum RWTH in Aachen, Germany and Amazon Court in Prague, in the Czech Republic.
Royal Haskoning
Royal Haskoning are the structural and mechanical & electrical engineering advisors on the project. The firm was founded in 1881 in the Netherlands. They employ around 3900 people, with a wide range of knowledge and experience. Rooted in a technical background, their consulting services focus on the broad field of the interaction between people and the environment.
SLA
SLA is the company of landscape architects who will work as part of the Design Team.
SLA’s goal is to create and maintain architectonically comprehensive solutions in continuous dialogue with clients, and as a consequence develops new methods. SLA has expertise in combining the programme and the economical conditions with the vision to add attractions that contribute to give life to the city. Their business covers a wide field, from general urban and landscape planning to detailed installations.
SLA was the first office to be awarded the Topos European Landscape Award for its focus on sensory urban spaces.
Smits van Burgst Beveiliging
Smits van Burgst is an independent consultancy company and is one of the leading engineering consultants in the field of building services, telecommunication, building security, building physics, energy management, information technology in buildings, internal transport, as well as maintenance management. The extensive knowledge within the company enables the integration between building physics, building economy and installation technology.
Peutz
Peutz advises on acoustics, noise control, building physics, and environmental technology. There are branches in the United Kingdom, The Netherlands, Germany, France and Belgium. The company employs more than 200 people.

Houthoff Buruma is the legal advisor to the project. Having a staff of more than 300 solicitors, notaries and tax advisors, it is one of the biggest legal advisory bureaus in The Netherlands.
