Assembly of States Parties concludes the first resumption of its nineteenth session
The Assembly of States Parties to the Rome Statute of the International Criminal Court ("the Assembly") held its nineteenth session from 14 to 16 December 2020 at the World Forum Convention Center in The Hague. The session was attended by States Parties, Observer States, invited States, international and regional organizations and representatives of civil society. Due to the COVID-19 pandemic, measures were implemented to diminish the risk to participants of exposure to the virus. Additional measures were taken to allow for virtual participation during the session.
The session was chaired by the President of the Assembly, H.E. Mr. O-Gon Kwon. The Assembly held its General debate, which was enriched by a keynote speech by the Minister of Foreign Affairs of the Netherlands, H.E. Mr. Stef Blok. A statement was also delivered on behalf of the President of the Democratic Republic of the Congo, H.E. Mr Félix Tshisekedi. A number of online side events, including many organized by civil society, were also held during the session.
The Assembly adopted six resolutions by consensus on the proposed programme budget for 2021, cooperation, the remuneration of judges, the procedure for adoption of decisions by the Assembly during the nineteenth session, a possible second resumption of the nineteenth session of the Assembly and the term of the current Bureau, and strengthening the International Criminal Court and the Assembly of States Parties. The Assembly also adopted the 2021 programme budget of the Court totalling €148,259,000 and a staffing level of 972.
The work of the Assembly continued at its resumed nineteenth session, in New York from 18 to 23 December 2020, where it adopted the resolution on the review of the International Criminal Court and the Rome Statute system.
The Assembly elected Judge Silvia Fernández de Gurmendi (Argentina) as President for the twentieth to twenty-second sessions. The Assembly elected further, for the same period, the following other members of the Bureau: Bangladesh, Brazil, Canada, Côte d'Ivoire, Cyprus, Czech Republic, Ecuador, Ghana, Kenya, Mexico, Norway, Liechtenstein, Romania, Senegal, Serbia, Slovakia, Spain, the State of Palestine, Uganda and United Kingdom.. The Assembly deferred the election of the two Vice-Presidents.
The Assembly also elected six members of the Committee on Budget and Finance: Mr. Werner Druml (Austria), Ms. Yukiko Harimoto (Japan), Mr. Fawzi Gharaibeh (Jordan), Ms. Mónica Sánchez Izquierdo (Ecuador), Ms. Margaret Wambui Ngugi Shava (Kenya), and Ms. Elena Sopková (Slovakia).
The Assembly elected further six judges for a term of nine years: Ms. Althea Violet Alexis-Windsor (Trinidad and Tobago), Ms. María del Socorro Flores Liera (Mexico), Ms. Joanna Korner (United Kingdom), Mr. Gocha Lordkipanidze (Georgia), Ms. Miatta Maria Samba (Sierra Leone), and Mr. Sergio Gerardo Ugalde Godinez (Costa Rica).
The work of the Assembly will continue at its second resumed nineteenth session, to be held in New York in early 2021, to consider agenda item 14, "Election of the Prosecutor".
The twentieth session of the Assembly will be held from 6 to 11 December 2021 in The Hague.

The Assembly of States Parties is the management oversight and legislative body of the ICC. It is comprised of representatives of States that have ratified or acceded to the Rome Statute. President Kwon was elected President of the Assembly for a three year mandate in December 2017.
La Asamblea de los Estados Partes en el Estatuto de Roma de la Corte Penal Internacional ("la Asamblea") celebró su decimonoveno período de sesiones del 14 al 16 de diciembre de 2020 en el Centro de Convenciones del Foro Mundial en La Haya. Asistieron a la sesión, Estados Observadores, Estados invitados, organizaciones internacionales y regionales y representantes de la sociedad civil. Debido a la pandemia de COVID-19, se implementaron medidas para disminuir el riesgo de exposición al virus para los participantes. Se tomaron también medidas adicionales para permitir la participación virtual durante la sesión.
La sesión estuvo presidida por el presidente de la Asamblea, S.E. Sr. O-Gon Kwon. وترأس الدورة رئيس الجمعية، السيد أو غون كوون. وأثرى نقاشها العام الخطاب الافتتاحي لوزير خارجية هولندا، السيد ستيف بلوك، كما قرئ خطاب باسم رئيس جمهورية الكونغو الديمقراطية، السيد فليكس تشيسيكيدي. وبالتوازي، عقد عدد من النشاطات عبر الانترنت، كان شطر كبير منها بتنظيم من المجتمع المدني.
واعتمدت الجمعية ست قرارات بالتوافق، في شأن موازنة المحكمة لعام 2021، والتعاون، ومرتبات القضاة، ومسار اعتماد القرارات في الدورة التاسعة عشرة، وامكان استئناف الدورة للمرة الثانية، وولاية مكتب الجمعية الحالي، وتعزيز المحكمة الجنائية الدولية وجمعية الدول الأطراف. واقرت الجمعية موازنة المحكمة للعام 2021 والتي تبلغ 148.259 مليون يورو وعدد 972 من الموظفين.

وانتخبت الجمعية القاضية سيلفيا فرنانديز دي غورمندي رئيسة للدورات 20 إلى 22 المقبلة، كما اختارت لنفس الفترة أعضاء المكتب: بنغلادش، برازيل، كندا، ساحل العاج، قبرص، الاكوادور، اسبانيا، فلسطين، غانا، كينيا، المكسيك، النروج، ليشتنشتاين، أوغندا، تشيكيا، رومانيا، السنغال، صربيا، سلوفاكيا والمملكة المتحدة. وأرجئ انتخاب نائبي الرئيس إلى وقت لاحق.
وانتخبت الجمعية ستة أعضاء للجنة الموازنة والمال: السيد فرنر درومل (النمسا)، السيدة يوكيكو هاريموتو (اليابان)، السيد فوزي غرايبة (الأردن)، السيدة مونيكا سانشيز ايزكيردو (الاكوادور)، السيدة مارغريت وامبوي انغوغي شافا (كينيا) والسيدة ايلينا سوبكوفا (سلوفاكيا).
كما انتخبت الجمعية ستة قضاة جدد لولاية من تسع سنوات هم السيدة ماريا ديل سوروكو فلوريس لييرا (المكسيك)، السيدة جوانا كورنر (المملكة المتحدة)، السيد غوشا لوردكيبانادزه (جورجيا)، السيدة مياتا ماريا سامبا (سييراليون)، السيد سيرجيو جيراردو اوغالدي غودينيز (كوستاريكا) والسسيدة ألتيا فيوليت الكسيس وندسور (ترينيداد وتوباغو).
وستسأنف أعمال الجمعية في دورتها التاسعة عشرة مجدداً في نيويورك مطلع العام 2021 للنظر في النقطة 14 من جدول الأعمال المتعلقة بانتخاب المدعي العام.
وستعقد الدورة العشرون للجمعية من 6 إلى 11 كانون الأول/ديسمبر 2021 في لاهاي.
