Statement by the President of the Assembly, O-Gon Kwon, reiterating strong support for the ICC
In relation to the statement made today by the United States Secretary of State regarding the International Criminal Court (ICC), I would like to reiterate that the Court has the strong support of the Assembly of States Parties to the Rome Statute.
The Assembly is comprised of over 120 States Parties. At its seventeenth session in December 2018, the States Parties reconfirmed their unwavering support for the Court as an independent and impartial judicial institution, and reiterated their commitment to uphold and defend the principles and values enshrined in the Rome Statute and to preserve its integrity undeterred by any threats against the Court, its officials and those cooperating with it. This unwavering support continues today.
The Assembly also renewed its resolve to stand united against impunity. The International Criminal Court is an independent and impartial judicial institution crucial for ensuring accountability for the most serious crimes of concern to the international community.
The Court is non-political and acts strictly within the legal framework of the Rome Statute, its founding treaty. One of the cornerstones of the Rome Statute system is that it recognizes the primary jurisdiction of States to investigate and prosecute atrocity crimes. The jurisdiction of the Court is complementary to domestic jurisdictions.

The Assembly of States Parties is the management oversight and legislative body of the ICC. It is comprised of representatives of States that have ratified or acceded to the Rome Statute. President Kwon was elected President of the Assembly for a three year mandate in December 2017.
En relación con la declaración formulada hoy por el Secretario de Estado de los Estados Unidos sobre la Corte Penal Internacional (CPI), quisiera reiterar que la Corte cuenta con el firme apoyo de la Asamblea de los Estados Partes en el Estatuto de Roma.
La Asamblea está compuesta por más de 120 Estados Partes. En su decimoséptimo período de sesiones, en diciembre de 2018, los Estados Partes reafirmaron su apoyo inquebrantable a la Corte como institución judicial independiente e imparcial, y reiteraron su compromiso de respaldar y defender los principios y valores consagrados en el Estatuto de Roma y de preservar su integridad sin dejarse amilanar por las amenazas contra la Corte, sus funcionarios y quienes colaboran con ella, y renueva su determinación de permanecer unidos contra la impunidad. Este apoyo inquebrantable se mantiene el día de hoy.
La Asamblea también renovó su determinación de permanecer unidos contra la impunidad. La Corte Penal Internacional es una institución judicial independiente e imparcial, crucial para garantizar la rendición de cuentas por los crímenes más graves de transcendencia para la comunidad internacional.
La Corte es apolítica y actúa estrictamente dentro del marco legal del Estatuto de Roma, su tratado fundacional. Una de las piedras angulares del sistema del Estatuto de Roma es que reconoce la jurisdicción principal de los Estados para investigar y procesar crímenes atroces. La jurisdicción de la Corte es complementaria a las jurisdicciones nacionales.

La Asamblea de los Estados Partes es el órgano legislativo y de supervisión de la Corte Penal Internacional. Está integrada por representantes de los Estados que han ratificado o se han adherido al Estatuto de Roma. El Presidente Kwon fue elegido Presidente de la Asamblea por un mandato de tres años en diciembre de 2017.
فيما يتعلق بالبيان الذي أدلى به اليوم وزير خارجية الولايات المتحدة بشأن المحكمة الجنائية الدولية، أود أن أؤكد مجددا أن المحكمة تحظى بدعم قوي من جمعية الدول الأطراف في نظام روما الأساسي.
تتألف الجمعية من أكثر من 120 دولة طرف. في دورتها السابعة عشرة المعقودة في كانون الأول / ديسمبر 2018 ، أكدت الدول الأطراف دعمها الثابت للمحكمة باعتبارها مؤسسة قضائية مستقلة ونزيهة، وأكدت من جديد التزامها وتمسكها بالمبادئ والقيم المنصوص عليها في نظام روما الأساسي والحفاظ على مسيرتها راسخة في وجه أية تهديدات ضد المحكمة ومسؤوليها والمتعاونين معها. هذا الدعم الثابت مستمر اليوم.
كذلك جددت الجمعية تصميمها على الوقوف متحدة ضد الإفلات من العقاب. المحكمة الجنائية الدولية هي مؤسسة قضائية مستقلة ونزيهة حاسمة لضمان المساءلة عن أخطر الجرائم التي تثير قلق المجتمع الدولي بأسره.
المحكمة غير مسيسة وهي تعمل فقط ضمن الإطار القانوني لنظام روما الأساسي، وهو المعاهدة المؤسسة لها. من بين الركائز الأساسية لنظام روما الأساسي اعتبار أن الأولوية تقع على عاتق الدول من أجل ممارسة الاختصاص القضائي والتحقيق في جرائم الفظائع ومقاضاة مرتكبيها. ذلك أن اختصاص المحكمة مكمل للقضاء الوطني.

جمعية الدول الأطراف هي والهيئة التشريعية والمشرفة ادارياً على للمحكمة الجنائية الدولية. وهي تتألف من ممثلي الدول التي صدقت على نظام روما الأساسي أو انضمت إليه. تم انتخاب الرئيس كوون رئيسًا للجمعية لولاية مدتها ثلاث سنوات في كانون الأول/ديسمبر 2017.
