Lubanga case: ICC Appeals Chamber to deliver judgment regarding Decision Setting the Size of the Reparations Award on 18 July 2019
The Appeals Chamber of the International Criminal Court (ICC) will deliver its Judgment on the appeals against Trial Chamber II's Decision Setting the Size of the Reparations Award for which Thomas Lubanga Dyilo is Liable during a public hearing on 18 July 2019 at 09h30 (The Hague local time) at the seat of the Court in The Hague (The Netherlands).
On 15 December 2017, Trial Chamber II issued a decision setting the amount of Thomas Lubanga Dyilo's liability for collective reparations at USD 10,000,000. The decision completed the Order for Reparations of 3 March 2015 in the Lubanga case, which awarded collective reparations to the victims of the war crimes committed by Mr Lubanga, namely: conscripting and enlisting children under the age of 15 into an armed group (Union des patriotes congolais/Forces patriotiques pour la libération du Congo) and using them to participate actively in hostilities.
This decision was subsequently appealed by the legal representatives of the V01 group of victims and Mr Thomas Lubanga Dyilo.
Background: Thomas Lubanga Dyilo was a founder of the Union des patriotes congolais (Union of Congolese Patriots or UPC) – of which he was once president – and the Forces patriotiques pour la libération du Congo (Patriotic Forces for the Liberation of the Congo or FPLC) – of which he was Commander-in-Chief. On 14 March 2012, Trial Chamber I of the International Criminal Court found him guilty as co‑perpetrator of the war crimes of conscripting and enlisting children under the age of 15 into the FPLC and using them to participate actively in hostilities between September 2002 and August 2003. On 10 July 2012, he was sentenced to a total of 14 years' imprisonment. On 1 December 2014, the Appeals Chamber confirmed both his conviction and his 14‑year prison sentence. On 19 December 2015, Mr Lubanga was transferred to Makala Prison in the DRC to serve his sentence.

Please note that individuals who do not confirm their attendance in advance cannot be guaranteed access to the hearings. In order to avoid delays in accessing the building, those attending are advised to arrive one hour before the hearings start.
ICC Media Centre:
For media representatives wishing to use the Court's media facilities, the Media Centre will open at 08:30. The ICC Media Centre is located in the building's 'Court Tower'. It is composed of hot desk areas, which can sit up to 104 people, and two interview rooms. The Media Centre distributes the video and embedded audio of the hearing, via HD-SDI with a female BNC connection. Journalists wishing to connect to this should bring compatible equipment and a BNC cable. Power is provided (European plug). Wi-Fi connection is available in the Media Centre.
AV materials:
Filming or photography is strictly prohibited inside the Court building, apart from the interview rooms and the Media Centre area.
